4 q Ae a q Weill, road grants roll in THE CITY will have we waler on tap by next year. And there’ll be improvements done to Keith Ave. between Ken- ney and Braun, Last week Vancouver Centre Liberal MP Hedy Fry and Skeena MLA. Helmut Giesbrecht an- nounced the, city: will get an $800,000 grant under a joint (ederal-provincial public works construction program for the well. That’s two-thirds the estimated cost of the $1.2 million water well and pumping station to be located at the corner of Frank St. and Hwy 16 West The remainder will be covered by the city. City engineering director Stew Christensen said drilling for the well would have to wait until preliminary design drawings are completed, LL-& M Engineering had told him these would not be ready un- til Sept. 30 at the earliest. However, Christensen wes con- fident the 280f, deep well could still be drilled this year, the pumps installed and the building constructed, , Weather would be a factor in the timing of laying pipe from the well while connection to the ex- isting system at Kenney St. would likely have to wait for next Spring. Christensen said the target was to have all the work completed as early as possible next year and certainly before water levels in’ Deep Creek fall to current levels. “We'd like to run it a bit before we have to,”’ he explained, since that would give the city time to work oul any bugs. Chamber wins and loses been reduced to just two: Al rural . WIN SOME, lose some. That was the chamber of commerce’s expe- rience on Changes it suggested to an updated . by-law regulating home businesses, Last month the chamber lobbied council to increase the maximum floor area used for the business to 750 sq.ft, from the proposed 300- 400sq,ft. That idea has been incorporated . into the by-law. However, council “pe rrpniciol . $700 million of grant money But even once that's done, well water will probably not be im- mediately coming out of city taps. Deep Creek water doesn’t cost money to pump because it enters the city system through a gravity feed. But it will cost money to pump water up from the well. That means the city will use well water only when and if necessary, said Christensen. “But there are certain times in the fall when we would prefer to | use well water,”’ he said in noting heavy rains at that time made Deep Creek water murky, kakakkk KEITH AVE. between Kenney and Braun will be upgraded this year. The city leamed last week a — $466,666 grant request under a joint federal provincial public works construction program has been approved. The project will cost $700,000 and the city is paying the remain- ing one-third. Engineering director Stew Christensen said the grant will al- low upgrading of the Kenney- Braun stretch to the same stan- dard as the Sande Overpass- Kenney portion of Keith. The city is still waiting to hear on three other grant applications, one (0 carry out a similar upgrade of Keith as faras Frank St. Christensen said if the federal- provincial grants were given out on a strict population basis, Ter- race stil] hasn't received its full share yet. However, he noted, there had been $2.5 billion worth of ap- plications chasing the less than available over the next two years, WITH FLAGS FLYING, Skeena NDP MLA Helmut Giesbrecht was one of the dignataries on hand last week to announce federal-provincial grants:worth more than $1.2 million for a new water well and improvements to Keith Ave. The Terrace Standard, Wednesday, August 10, 1994 - AS News In Brief Teen found dead A TERRACE TEENAGER is dead after apparently drinking him- self to death. Autopsy results show 13-year-old Sandy Alexander Spencer died of excessive alcohol consumption, said coroner Jim Lynch. “He was chuggalugging vodka,’’ said Lynch, who added the boy’s blood-alcohol content won't be known until the toxicology report comes back about a month from now. “T think you're going to find it extremely high,’’ he said. The incident took place at #16 in the Kalum Gardens Apartments, he said. RCMP found the dead boy after being called to the apartment at 7:45 am. on July 30. ; RCMP Staff Sgt. John Veldman said foul play is not suspected in the case, but noted the incident is still under investigation. ‘This is not an isolated incident,'’ Veldman said. ‘‘It happens all the time — not deaths but situations where deaths could occur.’” Lynch has not yet indicated whether he will hold a full coroner’s inquest into the death. An inquest is a public hearing at the courthouse where interested parties can call witnesses in an effort to determine how a death took place and how to prevent similar deaths in the future. More common is a coroner’s inquiry, in which the ‘coroner - prepares a written report with recommendations based on his own investigation of the death. “Whether it will be an inquiry or an inquest hasn't been determined yet,’’ Lynch said, Lynch said most if not all of the people at the apartment were un- der age. ‘It is appalling that a 13-year-old boy should die,” Lynch said. “Tes just not right.” “We can’t do anything about this case, but we have to do some-" thing to prevent this kind of thing in the future,’” He predicted the death may motivate people to take a closer look | at the damage alcohol does to the community. Charge laid in bear shooting A TERRACE YOUTH has been charged with the shooting this spring of a Kermodei bear, Ronnie Richard Hlorza is charged with hunting during a closed season, illegal possession of dead wildlife and hunting unsupervised under the age of 19. - Hunting during closed season is the charge for shooting a Kermodei, because there is no hunting season for the white bears. Conservation officers seized the hide and gun from a Terrace home and retrieved the carcass after the May 5 incident. : h’s believed the bear was one familliar to many local residents be- cause he roamed the road near Kalum Lake. Often photographed, the bear was locally known as ‘‘Old Gimpy’’ because he walked with a limp after being hit by a car. Cased sapere aur refused to budge on restricting employees to residents of the home, even if the people were un- paid volunteers, The chamber had suggested al- . lowing outside employees provid- ing they didn’t work more hours than a half-time equivalent in any one quarter of the year. However, council’s planning committee maintained enforcing that type of restriction would be . virtually impossible. It also noled out-of-home em- ployees were prohibited in almost all similar by-laws in all but a few other B.C. communities sur- veyed, Tt therefore recommended against the chamber on this one, a position endorsed by council.
