Chart-a new course for Can- ada! That is the call of the Com- munist Party’s election plat- form. And it underlies every other of the platform’s propos- als, including public ownership and democratic control of key industries. A serious effort at charting such a new course for solving today’s most burdensome prob- lems demands a flood of con- sciously-cast votes on election day — votes for candidates pledged to fight monopoly capi- talism. For monopoly has de- monstrated that it is the barrier to a new era of stable prices, guaranteed incomes and a poli- tical climate in which people of all ages can truly be planners and masters of their own future. Setting out on such a course demands not only election of a progressive bloc to parliament, although election day July 8 will be a landmark from which to launch even stronger ‘cam- paigns for the economic, social, In 69 constituencies across Canada, the best, most effective vote you can cast on July 8, is a vote for the candidate of the Communist Party of Canada. : The first reason for this is to be found in the platform of the Communist Party. Unlike other parties, we are not releasing our platform in: dribs and drabs through leadership pronounce- ments. Unlike other parties, our local candidates are not picking and choosing the points they like which are supposed to be in ac- cord with party policy mysteri- ously decided somewhere. On the contrary, the Communist Party of Canada is distributing its platform, the same platform in English and French and some other languages, in every consti- tuency we are contesting. And we are taking over a million copies of that platform to the homes of the people everywhere we are running. It is a platform to curb mono- polies, to stop their rampant profiteering. It says plainly that the cause of high prices is the profit-taking of the giant corpor- ations, not the wages of working people. lagging as they are be- hind the cost of living. It says, therefore, that it is entirely possible to roll back prices on food, fuel, clothing, footwear and housing by at least 25%. People Before Profits It is a platform to shift wealth from the handful of rich to the majority of people — to put people before profits. It calls for democratic tax reform, for a full capital gains tax and an excess profits tax. It calls for more, much more, money to be spent on pensions, on housing, on bet- ter health services, on day care, PACIFIC TRIBUNE—FRIDAY, JUNE 28 ethical and cultural gains now attainable. Among the big centralized corporations which dictate our lives are the millionaires oil and gas companies, Canadian Pacific Railway, Bell Telephone, the banks, trust and insurance com- panies, and the pharmaceutical industry. ; Looking at it without bias, do not the natural resources of a country rightfully belong to its people? How can any clique dare claim otherwise? In pres- ent circumstances in Canada, such natural wealth is grabbed and held by the giant corpora- tions as though it were their own, most of them foreign- owned at that. Getting Rich on Desperation ‘And what about the commu- nications and __ transportation system in a country the size of Canada? Can they be left in the hands of those who gouge mil- lions in profit out of the work- on the educational and cultural needs of Canadians. It is a platform to advance the interests of the working class, to cut the hours of work to 32 without loss of take-home pay, to raise minimum wages to $3.50 per hour, to enact a Labor Bill of Rights to give workers a say in technological change, to guar- antee all workers the right to Strike. : It is a platform to advance the interests of the Canadian nations to bring our resources, and first of all our energy resources, un- der public ownership, to build industries in Canada to open up 2.5 million new jobs over the next decade processing our re- sources at home — and all this means to wrest from the great U.S. multi-national corporations the stranglehold they have upon our economy. Democratic Solution It is a platform to strengthen Canadian democracy, to strike down all that discriminates against women, against our Na- tive peoples, against new immig- rants. Alone among all the poli- tical parties, it is a platform that advances a truly democratic so- lution to long-standing problems of relationships between our two nations in a freely negotiated confederal pact, a new constitu- tion based on the right of self- determination for both nations. It is a platform which serves world peace by calling for a new independent Canadian foreign policy that will take us out of the NATO and NORAD war pacts, and put Canada on the side of the peoples of Asia, Af- rica, and Latin America strug- gling for national liberation. CPR doesn’t even want to be bothered with pas- sengers — just the luctative freight; now Mr.Trudeau is promising to accommodate by letting CPR make the money, while the taxpayers pay the shot. How long must the sick pay extortionate prices for, or go without, -.needed medicines? What about housing, the special domain jof the land shark and the real estate parasite, getting rich on the desperation of fam- iles for that basic need, a home? And the purse-snatching food monopolies — meat packers, canners and dairy interests, rob- bing the public, knowing that ' food’ must be bought even at high: prices — how long are we to put up with them? These are the deeds of mono- polies and their spokesmen, the Liberals and Conservatives merely aid them. Trudeau says nothing can be done about in- flation. And Stanfield threatens to freeze this as is, with profits these things — as a great many Canadians in fact do — it is only logical to vote for the can- didates who stand on this plat- form. But there is more to the argu- ment that this. This is not a simple platform of promises upon which to get elected. It is a platform of strug- gle. It is a platform on which the Communist Party works. for united action with all other pro- gressive forces now in this elec- tion, and beyond July 8. We do not claim that the Communist Party by itself alone is going to solve all the great problems facing our country. We work for an anti-monopoly coalition of people from all walks of life and organizations, the needs and in- terests of which are under at- tack from monopoly capitalism. We see the coming to power of such an anti-monopoly coalition as the first stage which will open the way to the establishment of a socialist society in Canada. Shift Politics Left It is in this spirit of unity that we want and ,work for the elec- tion to parliament of a large progressive bloc, including Com- munists as well as NDPers. We do not contend that we are the only progressive force in this election. We consider as progres- sive those who are prepared to support positive action to im- prove the living standards of the Canadian people, to curb mono- poly profiteering and roll back prices, to work for Canadian independence through the exten- sion of public ownership, to de- fend the cause of peace and international détente. The election of a large pro- gressive bloc, we see as essen- tial to the process of shifting soaring and wages trailing. Even the NDP, which should be putting up-a strong fight for working-class rights, appears as a whole, satisfied with slogans, and shuns the idea of basic change in monopoly-dominated society. — Corporations Shape Lives and Futures More than the working class are affected. Great numbers are deéply -concerned — workers, farmers, students, profession- als (who are strait-jacketed by monopoly capitalism), business people (who. are squeezed often as mercilessly as the workers), and those receiving social ben- efits (pensioners, welfare recip- ients, -etc.); all have a right to demand the advantages that the creations of mankind can -pro- vide. State monopoly capitalism, a system, depresses an ever- growing proportion of the popu- lation, promotes militarism, col- lusion with the USA and NATO, ro your ballot count-vote Communist! politics in Canada to the left, a process which is of key import- ance if those are at this time grouping themselves miainly around the Tory party are to be soundly defeated. The best out- come of the election would be another minority government be- cause it is in such conditions that the united pressure of the working class and democratic forces can be most effectively brought to bear. Now, this you see is the posi- tion of a political party of the working class which not only which are really needed for the Strives to advance the policies country and its people, but which also concerns itself deeply with the whole complex problem of how the working class and the democratic forces allied with it — farmers, intellectuals, aver- age Canadians, who can in unity move forward to bring about the great changes which Canada needs. : NDP Proposals This concept of working-class strategy, the New Democratic Party does not have, despite its many good proposals (which are also marred too often by ambi- guity and unclarity — like David Lewis’ statements that he is con- cerned most for the unorganized workers, not the organized, as if the organized working class has not always been the strongest force in raising the standards of living of all sections of the peo- ple). Indeed, the New Demo- cratic Party as a party (as dis- tinct from left-thinking indivi- duals and groups within it) does not accept the need for united working-class and democratic Struggle.
