_ Answer Cuba’s call

THE people of Cuba, who in the
_ past have shown great courage in
“eae up to threats against
their netional survival, are today
faced with 4 natural calamity of im-
-measurable proportions.

Elsewhere in this paper is an
appeal from the Canada - Cuba
-ommittee calling for contribu-
tions of needed goods and money
_ to speed the flow of assistance to:
stem theravages of disease and
‘hunger. The urges its readers
to sepond gererously to that ap-
peal.

_ The'socialist countries are rush-
ing aid. But much more will be
needed. Cancdians, who have al-

‘ways been looked upon by Cubans
_ as their friends, can do muchin
this emergency, not only to save
life, but to cement closer friend-
ship in this hour of need.

If ever there was ar act of in-
human savagery it was the refusal
of the U.S. to lift the economic
blockade from the stricken island.

New York Pe pe last week
orted that the U.S. Army’s
“Special Forces” have been seen
in large numbers arriving in Guat-
emala on a “secret mission.” It
was these troops under the CIA
which trained the ill-fated Cuba
invasion force.

The carnibalistic character of
U.S. imperialism is shown in these
‘two <ctions. Nor is the Canadian
government, who retains relations

While Canadiars must continue
to press their government to do
more, they must not wait for that.
The need is urgent. -

A forward step

THE plan announced in Ottawa
est week to step up production of
car parts in Canada to correct the
annual trade imbalance with the
U.S. is a necessary step forward
which will be wel6omed by most
Canadians.

Its announced purpose is to cor-
rect a situation under which Can-
ada imports annualiy some $500
million worth of cars and parts
from the U.S. which is probably
the largest item that contributes
to the imbalance in our trade with
the U.S.

Belatedly, itis a sign of the
growing awareness ir Parliament,
end among the Canadian people,
that Canada must turn more to,
manufacturing and processing
rather than rely so overwhelming-
ly on exports of raw materials.

It 1s signiticant that Pariiczment
was compelled to adopt this plan
ee strong pressure from the
U.S. and open threats of “retalia-

tion.’

It would be wrong to jump to
conclusions that the old _ line
gna in Ottawa have suddenly

ecided to adopt independent poli-
cies and abandon their subservi-
ence to the U.S.

_ However, there are growing
signs that the facts of Caradian
economic life are compelling

eople from all walks of life in

anaaa to recognize the need for
some rearrangement of Canada’s
economy, particularly in relation
to export policies and grcater
ménutacturing. oe ge

It would, however, be wrorg to
expect that the povestul S.
monopolies, and the government
which speaks for them, will not

- take stepsto implement their
threat against Canada’s latest ac-
tion. We don’t think the U.S. mar-
ines will march yet. But we can
expect that the threat of US.
Commerce Secretary Luther
Hodges to “retaliate” will be put
into cffect. :

One action being rumored from
Washingtor is that the U.S. gov-
ernment ma y hit back by imple-
menting restrictions on Canadian
lumber imports.

Nor should Canadians lost sight
of the fact that there are other
ways by which U.S, auto monopo-
lies can strike back. It is, for ex-
ample, a known fact that most
Canadian car companies are
branches of parent U.S. company
—Ford, Chrysler and General
Motors. coo

Because of the domination o
our economy by U.S, trusts these
companies are now in a position

to sabotage the new Canadian —

legislation if they are allowed to
get away with it. |

Canadians will have to be on
guara to defend their rational in-
terests against U.S. pressure. U.S.
corporations operating throu h
branch plants in Canada must be
compelied to implement the new
plan announced in Parliament.

If they don’t Canada may soon
have to Pace up to the issue of for-
eign monopolies refusing to pursue
policies in Canada’s national inter-
ests. We may, in our interests, be
faced before long with the need to
nationalize foreign corporations in

order to become masters in our

house.

The announcement that the
South African Government intend
to produce rocket missiles blows
the British Government’s excuses
for selling arms to that country
sky high.

The Tories have resisted an
arms ban on the grc.unds that Dr.
Verwoed’s Government needs the
-weapons for “internal security.’

The truth, of course, is that
South Africa’s present racialist
masters have needed the arms to
hold down the population who are
oppcsing the policy of apartheid.
Now, it is clear, they also want
arms for use against other African
countries. :

news of the chicken war now raging in
the Common Market.

U.S.A. wants to export chicks to West
European countries.

But the egg-sperts who raise the
chickens in West Europe are also
raising the dickens aboutit. They argue
all U.S.A. chicks should be shipped to
Plymouth Rock.

don’t come home to Rome to roost,
barriers have been erected—tariffs that
“will mean a loss of $46 million a year
to the U.S.A. chicken men, And this
amount of moolais hardly paltry poultry
feed. So the hen-men have crowed loud
and long to Washington that it’s quite
un-American for Common Market nests
to be feathered, while the U.S.A. cluck
is plucked.

Of course, quicker than you could
tell a leghorn from ashoe-horn, U.S.A.

To help see to it that Yank chicks

authorities let those Common Market-
eers know they wouldn’t last long as
good neighbours if they kept up their
fowl tactics. Indeed, they said, you
check our chicks and we’ll slap tariffs
on French wines, Roquefort cheese, ~
German trucks, buses and strudel and
plenty of other stuff now being exported
to U.S.A. : :

And just to show that American
politicians aren’t chicken-hearted, the
proposed U.S.A, tariffs tote up to egg-
zactly the same $46 million that U.S.A.
chickateers complained they would
lose.: : it

A case, it is seen, which proves the
old Latin American adage that nations;~
like roosters, who are on the topmost
roost are always in a preferred spot
to decorate those on lower roosts.

We don’t know if the Common Market
countries will chicken out when they see
the massive axe being sharpened for
them on Washington’s economic grind-
stone.

Reports from neutral and fairly un-
reliable chicken fanciers claim anti-
chicken slogans are already appearing
on West European hen houses in several
languages. The slogan, brief and to the
point, states, ‘*chicken go home.”’

We rather have our doubts about
another rumor. This one has it that
chicken bosses in West Europe intend

‘to launch a red-baiting smear charging
U.S.A. chick imports are a bunch of
Rhode Island Reds,

Whatever the case a lot of feathers
are bound to fly by mid-October when
the U.S.A. ultimatum on the chick kick
is laid on the table. The way we figure
it a lot of necks will be readied for a
lot blocks as the cackle for free trade
for free hen-terprising hens is aired
by senators and congressmen who,.

recent history has shown, don’t believe
in freedom for people.

We read recently that geese at one
time saved Rome, Will history now re-
verse itself and chickens fowl up Wash-
ington? Will Common Market chickens
be most common in West European
ovens? Will trade policies foisted on
other lands by U.S.A. backfire and
U.S.A. chickens be forced to come home
to roost?

These are questions that beg
answers. These are questions that will
determine in both Common Market and
U.S.A. whether the chick clique can
count their chickens before they’re
cashed.

And, of course, the tempest in other
nations’ hen houses might yet flutter
over into Canada.

For if West European nations keep
insisting that U.S.A. exports are, in
fact, hen-emies of their economy and
keep them out of the Common Market
pot, all those surplus chickens will have
to be shipped somewhere. After all,
despite claims to the contrary, there’s
not enough ‘Vigah’ even in Washington
to nourish tens of thousands of chicken
deportees. And, of course, using the
White House to house hens would cer-
tainly be bad for the American image—
which has been fowled.up quite enough
as it is,

So a word to Canadian poultry men!
Best get some chicken wire strung up
along our ‘undefended border’. For if
West Europe holds firm we’ll soon be
targets for a Madison Ave. propaganda
campaign that will hold that importing
a hippopotamus from Africa is bad; but
what’s wrong with good, old U.S.A.
government-approved Quick Chick?
