Eng., FILE: S# 1/93 City Engineer SUBJECT: REVIEW OF DRIVEWAYS AND TRAFFIC - PROPOSED REZONING AMENDMENT BYLAW 2779 - 1226 & 1230 PITT RIVER ROAD (Council Meeting of May 10, 1993) RECOMMENDATION: That Council receive this report for information. BACKGROUND: Council at the May 10, 1993 Council meeting requested that the Engineering Department review the driveway requirements and the traffic in the area for the proposed rezoning at 1226 and 1230 Pitt River Road. COMMENTS; The attached Plan 1 the propored development at Carmel and Pitt River Road. The attached Plan 2 is a copy of the ultimate road network from the City’s Subdivision Bylaw describing the arterial/collector/provincial street system. The Carmel Avenue Right of Way is 20 metres wide and the road pavement width is 10.5 metres wide. By comparison, the minimum pavement width for a residential road is 8.5 metres. There is an existing sidewalk along the south side of Carmel Avenue. Three driveway letdowns are to be constructed within the sidewalk as shown in Plan 1 as part of the development approval. On November 30, 1989 a traffic count showed a daily volume of 7,320 vehicles on Pitt River Road. Based on 143 lots served and ten trips per lot per day, it is estimated that approximately 1,430 vehicles use Carmel Avenue over 24 hours. Carmel Avenue has less than 20% of the traffic that Pitt River Road does. Also, Pitt River Road has more bus and truck traffic than Carmel. Based on traffic volume and traffic mix, driveways onto Carmel are preferable to driveways onto Pitt River Road. Provided that the proposed three driveways are set back from the intersections as shown on Plan 1, these driveways would meet engineering requirements. St Juhpees, ga LR. Zahyace-PrEng.
