REDUCTION OF UNCONDITIONAL GRANTS WHEREAS, when Revenue Sharing was introduced, it was seen as a fair and equitable method of distributing grants to municipal governments by the Province of British Columbia; and WHEREAS, the unconditional grant which is based primarily on a municipality's population represented 80% of al] Revenue Sharing Grants allocated in 1978; and WHEREAS since 1982, unconditional grants have been reduced drastically in relationship to the total Revenue Sharing Fund allocation and represent only 42% of the total in 1988; and WHEREAS, the reduction in unconditional grants are primarily the result of major policy changes related to Revenue Sharing Grant allocation; and WHEREAS, THE NET EFFECT OF THESE CHANGES IS TO REDUCE THE AMOUNT OF UNCONDITIONAL GRANTS ALLOCATED AND THUS REDUCE REVENUE SHARING ON A PER CAPITA BASIS; and WHEREAS, the "Report on Real Property Taxation Issues In Greater Vancouver" (as amended 1988 November) addresses a number of other issues which suggest discrimination against G.V.R.D. ici i THEREFORE BE IT RESOLVED that Burnaby Council write to the Premier to request the Provincial Government to Substantially increase the unconditional grant component from 42% to 60% of the total Provincial Revenue Sharing Grant allocations; and FURTHER BE IT RESOLVED Minister of State, Regional Xpressed in the District “Report on Real Property Taxation Issues in Greater Vancouver" to the Provincial Cabinet; and FURTHER BE IT RESOLVED that a copy of the letter be sent to the Minister of Finance, the Honourable Mel Couvelier and the Minister of Municipal Affairs, the Honourable Rita Johnston asking them to specifically respond to the request; and FURTHER BE IT RESOLVED that a Copy of the Notice of Motion also be sent to M.L.A.'s Barry Jones and Dave Mercier and to each of the Lower Mainland municipalities. og
