THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM B.R., Kirk DATE: January 22, City Administrator W. Brown Director of Community Planning Planning Department Fees RECOMMENDATION: That City Council direct the Clerk to prepare a bylaw amending the Rezoning Application Fee Bylaw providing for fees for amendments to the Ofticia| Community Plan. AND That fees for amending the Official Community Plan be set at $900.00. The fees are divided as follows: A. $650.00 is for advertising the public hearing for the plan amendment bylaw, which would be refundable should the bylaw not proceed to public hearing. $250.00 for Planning fees to offset statf time cost in reviewing an application for amending the Official Community Plan. COMMENTS: This proposal for revision of fees is being presented for consideration now that the City has operated under the new Official Community Plan for a year. Up to this time, the Planning Department has treated applications for revision to the plan as fine tuning. Now that a year has passed it is feit that subsequent applications should pay for the cost for processing, similar to rezoning applications, Composition of the fees are similar to rezoning fees in that the standard fee of $650.00 for advertising is apptied. Where the fees for Official Community Plan amendments differ from rezoning fees is that a flat fee of $250.00 jis proposed rather than a fee that varies according to the proposal. The reason for using a flat fee is that criteria tor variation of tees can not be developed until there is some experience in processing such applications. seeco/Z
