Eng., City Engineer SUBJECT: Water Service to Indian Reserve Land - : Works and Services Committee, April 17th, 1984 RECOMMENDATION: That a water service to the nursery on Indian Reserve land along Pitt River Road be approved subject to the app!icant obtaining a business License, improving and paving driveway access to the property, and paying for the installation of No Parking signs atong Pitt River Road to prevent customer parking atong The road. BACKGROUND AND COMMENTS: Development of a wholesale nursery is taking place along Pitt River Road near the Red Bridge site on Indian Reserve jand. The City has no control over the development of this property because it is an Indian Reserve. However, the City does contro! the provision of services to the property. The Developer has applied to the Engineering Department for a water service connection which would be at his expense. The City is in a position to deny this connection. However, it would be preferable if the City used its control in order to require the applicant to do several other things which appear to be necessary. Access to the site is very poor at the moment and there Is a constant possibility of mud being tracked onto Pitt River Road. In order to prevent this, we would want to require the applicant to provide a proper paved driveway onto his property. Although the applicant has stated that this is a wholesale nursery, there is no contro! which we could use to prevent him from later turning it into a retail! nursery. We would therefore want to ensure that customers did not park along Pitt River Road and therefore request that he be required to pay for No Parking signs on both sides of the road to protect against that event... ‘ity.
