That the City Engineer of the City do forthwith make such plans, profiles, and specifications and furnish such information as may be necessary for the making of a contract for the execution of the work. 3. The work shall be carried on and executed under the superintendence and according to the direction and orders of the said City Engineer. 4, The Mayor and City Clerk of the City are authorized to cause a contract for the construction of the work to be made and entered into with some person or persons, firm or corporation, subject to the approval of the Council to be declared by resolution. , 5. Upon the completion of the execution and financing of the work the Treasurer shall submit to the Council a certified statement setting out the cost of the work and the cost shall be as so certified. 6. (a) The owners share or portion of the cost shall be $10.60 per foot of taxable foot~frontage of the parcels benefiting from or abutting on the work in accordance with the provisions of the "Local Improvement Charge By-law, 1969, No. 912" and shall be paid from the Local Improvement Fund of the City. (b) ‘The annual charge for each foot of taxable foot--frontage tobe specially charged against parcels benefiting from or abutting the work _ shall be $1.663 for ten years in accordance with the provisions of the “Local Improvement Charge By-law, 1969, No. 912" and shall be imposed in accordance with the provisions of Division (3) Part IX of the Municipal Act and shall be paid into the Local Improvement Fund of the City. 7. The Acsessor shall prepare a frontage-tax assessment roll in accordance with the provisions of the "Local Improvement Charge By-law, 1969, No. 912" and shall see to the completion af the procedures leading to certification of the said roll by the Court of Revision. 8. The City's share of the cost of the work shall be the balance of the cost of the work over and above the owners’ portion of the cost and shall be paid from the general revenue fund of the City out of moneys appropriated therefore in the annual budget. 9 This By-law may be cited for all purpsses as the "Rindall Avenue Pavement, Extruded Concrete Curb, and Storm Sewer Local Improvement Construction By-law, 1976, No. 1429".
