Facing them as they gather for the three-day meeting on industrial strategy are background papers pointing to un- im competitive industries such as textiles, clothing, foot- wear, appliances and metal fabricating that show little promise of standing up to the M foreign competition. While the federal govern- ment has said repeatedly it has no plans to abandon Its support for these industries overnight, the ministers are expected to give support toa number of programs to help these industries gradually adjust. These include more retraining programs for workers now employed in these industries and in ex- treme cases, such as one- S industry towns, to help them § relocate to other areas. “The textiles, clothing and primary metals industries are concentrated in par- ticular communities and in particular regions and the shutdowns or curtailments could threaten the economic health of the entire area," says a conference paper on industrial adjustment. It says measures will be required “to assist workers and their families in relocating to areas where the demand for iabor is greater.” . The high lariffs that these industries need just to survive competition from foreign imports have hampered Canadian arguments for freer world trade at international negotiations now under way in Geneva. Federal officlals expect the Geneva talks to produce a new agreement on international trade rules— the General Agreement on Tariffs and Trade (GATT)— before the end of the year. Canada has been pushing major overseas trading partners, such as Japan and the European Economic Community, for lower tariffs in other areas where it can compete, including agriculture, fisheries and high-technology industries such as telecommunications and energy. Officials say greater ac- cess to world markets is the key to solving the country’s persistant unemployment problems. With its relatively small domestic market, Canada relles on sales abroad for its. economic prosperity. Canada now exports about 25 to 30 per cent of the -goods its produces. Another conference brief prepared for Employment Minister Bud Cullen predicts that up to two million new jobs will be needed by 1985 just to push the unem- ployment rate down to 5.5 per cent. This is down from the current rate of about 8.2 per cent but well above the rates of two to three per cent of the 1950s and 19605. That would require about 280,000 new jobs each year, up from the current annual average of 260,000. The report says that to avoid large geographic ets of unemployment, - pockets of workers will have to move to where the jobs are and employers may be offered government incentives to move them. The Cullen report says that direct federal grants for job creation in economically de- pressed areas and transfer payments to governments have discouraged workers from seeking jobs in other parts of the country. Since the first ministers last gathered to talk about the economy in February, extensive consultations with indusiry— bolh management and labor— have been under way in co- operation with the provinces. Those consultations have produced close to 500 recommendations which now must be reviewed and used to formulate an in dustrial strategy policy.
