In the course of this struggle all the democratic, patriotic forces of the nation come together in a united front fighting for the victory of a revolution aimed at achieving genuine national independence and democracy, which create conditions for passing on the tasks of the socialist revolution.” WORKING-CLASS UNITY The statement makes a strong appeal for the restora- tion of trade union unity, na- tionally and internationally. Sharply condemning ‘“‘some right-wing Social Democratic leaders” who have “openly adopted imperialist policies,” the statement calls on Com- munists to look on “Social De- mocrats among the working people as their class broth- ers” and points out the “over- whelming majority in the So- cial-Democratic parties, partic- ularly the workers, are friends of peace and social progress.” It calls fo joint action of Communist and Social Demo- cratic parties ‘fon a national and international scale’ and for ‘overcoming the split” in the ranks of the working class “through unity in. action to prevent a new war, to ‘repel the monopolist. offensive and to win the vital daily needs of the people.” Striking at red-baiting, the statement says: “The Communist parties, which guide themselves by the Marxist - Leninist doctrine, have always been against the export of revolution. At the same time they fight resolut- ely against imperialist export of counter-revolution.” It reaffirms the statements in the 1957 Declaration regar- ding the possibilities of the peaceful path to socialism, to ‘win state power without civ- il war,” and that “in the event of the exploiting classes re- sorting to violence against the people the possibility of non- peaceful transition. to social- ism should be borne in mind.” COMMUNIST PARTIES In its finar section the statement deals with the Communist. parties. “The world Communist movement has become the most influen- tial political force of our time, a most important factor in so- cial progress.” It’ is° “making steady headway, is becoming consolidated and steeled.” “The growth of the Com- munist parties and their org- anizational consolidation, the victories of the Communist parties in a number of coun- tries in the struggle against deviations, elimination of the harmful consequences of the personality cult, the greater influence of the world Com- munist movement, open new prospects for the successful accomplishment tof the tasks facing the Communist parties.” The statement says that the parties “steadfastly observe the. Leninist standards of par- ty life in keeping with the principle of democratic cen- tralism,” cherishing party un- ity “like the apple of their eye” and “strictly adhere to the principle of party democ- -|racy and collective leadership” and ‘not to allow the person- ality cult, which shackles cre- ative thought and: initiative.” The Communist parties ‘have ideologically the revisionists in their ranks who sought to divert them from the Marxist - Leninist path.” It declares that the leaders of the Yugoslav League of Communists, having betrayed Marxism - Leninism, ‘exposed the Yugoslav people to the danger of losing the revolu- tionary gains achieved through heroic struggle.” The statement calls, as did the 1957 Declaration, for ‘“‘con- tinuing a determined struggle on two fronts — against revis- ionism, which remains the main danger, and against dog- matism and sectarianism.” De- tailed descriptions are given of these two dangers to the Communist movement. “At a time when imperialist reaction is joining forces to fight Communism, it is partic- ularly imperative vigorously to consolidate the world Com- munist movement,’ says the statement in dealing with the relationships between Com- munist parties. ‘Unity and solidarity redouble the strength of our movement and provide a reliable guarantee that the great cause of Com- munism will make victorious progress and all enemy at- tacks will be effectively re- pelled .. . The interests of the Communist movement require solidarity in adherence by ev- ery Communist party to the estimates and conclusions con- cerning’ common tasks in the struggle against imperialism, for peace, democracy and socialism, jointly reached by the fraternal parties at their meetings ... Resolute defense of that unity on the principles of Marxism - Leninism — and proletarian internationalism, and the prevention of any ac- tions which - may. undermine that unity,.. are a necessary condition for victory . .. Vio- lation. of. these principles would impair. the forces of Communism.” RESPONSIBILITIES All parties are independent and have equal rights and shape their policies in accord -with .the conditions -of their keeping. . with: peace and socialism.” countries, in defeated: Marxist - Leninist principles, “and support each other.’ Ev- ery party is responsible “to the working class, the work- ing people of its own country, to the international working class and the Communist movement as a whole.” The ~ parties “hold meetings when- ever necessary to discuss urg- ent problems, to exchange ex- perience, acquaint themselves with each. other’s views and positions, work out common views - through consultations and coordinate joint actions in the struggle for common goals. Whenever a party wants to clear up questions relating to the activities of another fra- ternal party, its leadership. ap- proaches the leadership of the party concerned; if necessary they hold meetings and con- sultations.”’ The statement says that the experience shows that such meetings as the Moscow Con- ference of 1957 and the present one, are au “effective form.’ The statement says that the “parties unanimously declare — that the Communist Party of the Soviet Union has been, and remains, the universally recog- nized vanguard of the world Communist movement, being the most experienced and steeled contingent of the inter- national Communist move- ment.’ + Communist ‘basis of Marxism-Leninism, of It goes on to say that the “historic decisions of the 20th Congress of the CPSU are not only of great importance for the CPSU and Communist con- struction in the USSR., but have initiated a new stage in the world Communist move- ment and have promoted its development on the basis of Marxism-Leninism.” The statement concludes by saying “The meeting sees the further consolidation of the — parties on the proletarian © internationalism, as a primary condition for the unification of all working- . class; democratic and progres- — sive forces, aS a guarantee of - new victories in the great struggle waged by the world — Communist and working-class — movement for a happy future — for the whole of mankind, for the triumph of the cause of .
