DISCUSSION: The Task Force has since considered the input from municipalities and has completed a "Revised Proposal tor a Consensus/Partnership Mandate for Regional Land Use and Transportation Planning in Greater Vancouver" (attached as Appendix I). The proposal stresses the need for a Regional Strategic Plan and outlines the fundamental principles of regional planning in Greater Vancouver. It also outlines the scope of and steps to preparing, adopting and implemerting a Regional Strategic Plan. The Revised Proposal is generally consistent with the approach recommended by the Task Force. The following points were clarified in the Revised Proposal: 1. Adoption of a Regional Strategic Plan by the G.V.RD. would not, in itself, have any impact on the policies, plans and services of any entity other than the regional district and its affiliates; 2. The requirement for a majority of 75% to adopt a plan is intended to provide closure for a process which has other, more important features to reflect ite consensus nature. A higher or lower percentage could be set between a simple majority or total unanimity; 3. Implementation of a Regional Strategic Plan would be achievei through partnership agreements with Municipalities. Any entity deciding not to enter into such an agreement would be free to dc so.
