Ald.Traboulay re participation of residents-ma jor developments September 9th, 1974 stating he thought people brought out many fairly good points and advising he was prepared to go along with the wishes of the people in the subject area. Alderman Keryluk stated that in spite of being absent at the previously held Public Hearing, he had taken the time to listen to the taped account of the proceedings and that he thought the Council wowil be remiss not to take into consideration the views of the people in that area. Aiderman Ranger commen- ted that a previous application to construct single-family residences on the property was very unsatisfactory, and that the development proposed complies with the growth policy recently adopted by the Council for the whole City. His Worship the Mayor stated that about six years ago the Council was approach- ed by people in the same area requesting all growth be stopped; estimating that had that course been taken, 80% of the present residents would not be there, and asking “have you told us now to stop all growth in the City of Port Coquitlam?" to which one of the residents in the public gallery replied, "No, just in our area", UNFINISHED BUSINESS: From the Office of the City Clerk, August 20th, 1974, advising that at the August 12th, 1974 Council meting the following Notice of Motion proposed by Alderman Traboulay, was accepted: "That the Administration be directed to investigate the possibility éf allowing residents to participate earlier in the process when amendments are proposed to City By-laws covering major developments in the City." It was generally agreed that the Notice of Motion mentioned above be considered at this time and the following resclution was made: Moved by Alderman Traboulay: Seconded by Akerman Thompson: That the Administration be directed to investigate the possibility of allowing residents to participate earlier in the process when amendments are proposed to City By-laws covering major developments in the City. Prior to the question being called on the foregoing proposed resolution, a discussion ensued, and Alderman Traboulay commented “it is quite evident tonight that indeed a lot of education has to go on before we have public hearings...people want to be better informed". Alderman Traboulay pointed out that many decisions are made prior to Public earings and that there are many pending developments in the City at the present time that are going to affect the lives of the people living in thos areas involved. Alderman Traboulav commented that the Council has been listening to technical advice from the staff and that Public Hearings are thought by many to be token gestures.
