TERRACE PIONEER Floyd Frank's sister, Mildred Woods, and son, Nor- man Frank, celebrate his memory by planting a tree on the Grand Trunk Pathway. One of the founders of the Terrace Cooperative Association, Frank’s legacy to Terrace is Frank Park, two acres of land he donated to the city in the 1970s. When Frank travelled to other parts of the province, he was known to bring back a tree to plant on the acreage. “I think he'd be very happy about this,” said Woods. They want the Kitimat-Stikine regional district to strictly enforce zoning rules that prohibit birds from that chunk of Jand, Bird lover Jackie St. Goddard and her husband are allowed to keep chickens and other fowl on their main property be- cause their ownership predates the zoning bylaw. But. they bought the land adjacent to Gurnon and Cheveldave more recently and that lot is subject to the rules. St. Goddard urged the regional district to relax the rules for that property so her husband can continue to enjoy his birds in his final years. She's proposed to phase out use of the property for birds aver five years. “Please allow an old man to live out the last few years of his life with his birds,” St. Goddard pleaded before the re- gional district May 25. She said roosters have been removed to reduce early morning crowing. St. Goddard also accused her neigh- bours of being “overly paranoid” and tape recording, photographing and video-taping her, her husband and their birds. “It’s kind of scary to have your neigh- bour stalking you like this,” she said. “II's bad enough thdt they take pictures and make tape recordings, but the use of the video camera is’ scary.” Cheveldave . told directors he has photographed and tape recorded the birds for evidence, but denied using a video camera, The regional district last summer or- dered the St. Goddards to keep birds off the property. Gurnen said they got four months of and quiet this winter before the birds were released again this spring. Directors rejected St, Goddard’s plea, upholding their earlier decision that the — couple must comply with zoning. Regional district officials say they’re not sure if there’s a violation right now. But they say they will monitor the proper- ty and enforce the bylaw. Gurnon also complained about smoke and garbage burning by their neighbours.
