Ellen and Bill Schwartz know how to save money through saving energy and they were in Terrace on Monday and today to offer assistance in energy con- servation. They spoke to students at Copper Mountain Elementary on Monday and they were expected to speak at Uplands loday. The response from both students and -teachers has been “fantastic’’, says Ellen Sch- wartz. They have been in several classrooms and they have met wilh teachers during noon-hours and after school to supply them with ad- ditional’ information for future struction. They say that saving energy is not a hardship but it does mean changing old habits like leaving lights going in unoccupied rooms. They leave today for Hazelton and other com- munities east on Highway 16. | Up to the provinces to stir the economy OTTAWA (CP) - Provincial governments can - be highly effective in prodding lagging sectors of their economy to better performance, says the . Conference. Board = in Canada. In a study released Monday, Peter Gusen, a specialist in regional forecasting for the private research organization, con- cludes that economic decisions by a province can get consumers spending during a period of recession while giving a shot in the arm to specific industries and regions. ' At the same time, he warns provincial govern- ments their measures to stimulate the economy can impose erratic patterns on consumer spending. Gusen bases his con- ‘clusions on a detailed examination of the impact of a 1975 decision by the On- tario government to give consumers a major tax break on the purchase of new cars. The province introduced a one-year program to give consumers back their five per-cent sales tax, in the form of a rebate, on the purchase of ‘most new passenger vehicles. Car sales for the year in- creased by 46,000 units— —Consumers did nat reduce consumption of other goods to buy new cars while the rebate scheme was in effect. They financed these about 48 per-cent over thelr purchases out of thelr annual car sales dropped by 41,000 units. This led Gusen fo caution provincial economists their policies could cause long-run diffi. . culties for the industries they intend to help. The rebate plan cost the province $45 milllon on $250 million in new car sales, Of that rebate money, about $35 million—or 78 per cent— went to persons-who would have purchased new cars anyway. "A major conclusion of this study is that extra car sales in 1975 were largely borrowed from 1976.” : Other conclusions: —’ —Ontario assembly plant produced between 14,000 and 18,000 units, about 35 per cent of the extra cars sold in 1975, but suffered a loss in 1976 of betweeni0’000 and 14,000 units— only slightly smaller than the size of the previous year’s increase. Petrie says the AHA is “hamstrung by the artificial wage guidelines imposed by the provincial government.” Petrie said the walkouts in Medicine Hat and Edson were delayed while the union met during the weekend with a mediator. However, he sald the talks were fruitless. The Medicine. Hat staff is now scheduled to strike on Wednesday, A new strike date for Edson will be set later this week. — frphysema, Asthina, Tuborculusis, Chront: fronchitis, Alt Pottulian Sime 5 Christmas Seals “ \ However, “they ‘level the previons yeak.- savings. ‘Hower oa soon ag the. replenished. these savings — rebate wat removed the - the nexL year when the rebate expired. ~The country’s deficit in * international trade in automotive products rose by almost $150 million in 1975— ‘ an 18 per-cent increase—as a result of increased car purchases: induced by the rebate. - vet - —The benefits of the rebate were largely confined to the economy of Ontario.
