and departure of the Federal
Labor party leaders.

Dr. and Mrs. Jagen, British
Guiana ministers, were given
a tumultuous welcome.. But
Sir Alexander Bustamante,
leader of the Opposition
Democratic Labor party, was
again booed.

Dr. Cheddi Jagan is being
wooed by both federal parties
to enter the federation.

Dr. Williams, Trinidad’s
chief minister, said during
the federal election cam-
paign that if he were in
Jagen’s place he would take
the same stand — refuse to
en.er the federation until it
is given dominion status.

At its sixth congress last
month, Dr. Jagan’s People’s
Progressive party voted in
favor of self-government now.

Interviewed here, Dr. Jagan
said he was happy that the
federation had at last got off
to a start and he hoped the
day of full independence
would soon be achieved.

He also felt that the Fed-
eration would have to take
the socialist road if it were
to succeed. He called for a
Bill of Rights guaranteeing
civil liberties and religous
and cultural rights for minori-
ties,

U.S. loses nothing
y banning H -tests

MOSCOW—-Assurance that ‘not a sinzle atom or hydrogen ban will be exploded
by the Soviet Union unless the United States and Britain compel us to do so” has been

renewed by Premier Nikita Krushchey.
It appears in a letter sent to President Eisenhower, text of which was published in

Soviet newspapers last. week.

With the assurance went an
appeal to President LEisen-
hower and Prime Minister
Macmillan to ensure that ali
nuclear-weapon tests be stop-
ped following the Soviet in-
itiative. :

(Prime Minister Macmil-
lan’s reply was a reiteration
of the British government’s
earlier refusal to suspend
tests.

(At a British Labor party
conference on nuclear disarm-
ament policy last Sunday,
Aneurin Bevan, foreign mini-
ster in the Labor  party’s
“shadow” cabinet, was shout-
ed down when he opposed
unilateral suspension of tests
by Britain.

(Cries of “nonsense” greet-
ed his assertion that if Britain
rejected the H-bomb on
moral grounds, she would
have to repudiate all her al-
Jiances.)

“We appeal to the govern-
ments of the U.S. and Brit-
ain,” Krushchev said in his
letter. “Do not initiate a chain
reaction of experimental ex-
plosions of atom and hydro-
gen bombs.

“Now. the question of
whether nuclear tests will be
ended for ever or will con-
tinue, contaminating the air
and increasing the danger of
a devastating atomic war, de-
pends on only two powers—
the U..S: and Britain, and the
U.S. and British governments
bear a great responsibility be-
fore the world.

“It is possible, Mr. Presi-
dent,’ Krushchev continued,
“that you do not share my
views in all the matters with
which I have dealt, but I
would still like to express
the wish that we put an end
to polemics on this question
and agree that the U.S. and
Britain, like the Soviet Union,
end tests of atomic and hydo-
gen weapons.

‘J assure you humanity
would heave a sigh of relief if
all three powers manufactur-
ing such weapons ceased their
tests. We sincerely hope that
you will use all your auth-
ority and influence for ‘these
noble aims.”

Earlier, Krushchey had said
that President Eisenhower's
negative response in his letter
of April 8 to his own appeal

of April 4 “has deeply dis-
appointed us.”

He had been surprised to
learn that President Eisen-
hower had called the decision
of the Supreme Soviet to end
tests “a propaganda gesture”
only taken because the Soviet
Union had just completed a
series of tests.

“But is it not a fact,’ Kru-
shchev asked, “that the U.S.
has carried out a far greater
number of nuclear tests than
the Soviet Union has?

“And hasn’t the U.S. had a
chance after any of these
tests of taking the initiative
in the matter of halting fur-
ther tests?

“May I assure you that if
the U.S. had been the first to
take this step, we would have
sincerely welcomed it.”

The peoples of the world
looked to the statesmen to
take praciical steps to stop
the tests and it was up to
them to do everything in
their power to meet this de-
mand.

“Someone has to take the
first step inssuch an important
matter. We have taken this
step and we now look to the
U.S. government to follow our
example.”

Refuting claims that tests
could be concealed, Krushchev
said that methods of detection
available at present could
register atomic and hydrogen
explosions wherever made.

The Soviet Union had also
made concrete proposals for
control of the suspension of
aiom and hydrogen weapon
tests, but unfortunately the
Western powers had refused
te accept them.

Dealing with President Eis-
enhower’s proposal to appoint
experts to study control, Kru-
shchev said that this would
provide no solution to the
disarmament problem.

“Can technical experis do
anything for the solution of
the disarmament problem,” he
asked, “if no agreement on
this score has been reached
between governments?

‘In the course of 13 years
of diSarmament talks hun-
dreds of speeches have been
made and mountains of paper
covered with writing on the
subject of control,. but this
fails to bring us a single step

nearer to the solution of the
Gisarmament preblem.

“Tt: is impermissible that the
solution of the disarmament
problem itself be dragged out
indefinitely under the pretext
of s udying problems of con-
trol.”

On President Eisenhower’s
“open skies” proposal, Kru-
shchev observed that the peo-
ple of their two countries
would hardly feel safe if U.S.
planes started flying up and
down the Soviet Union and
Soviet planes over the US.,
in view of the present con-
Gitions. It would in fact in-
crease international tension.

He registered another pro-
test at U.S. H-bombers fly~
ing toward the Soviet Union
on the basis of mistaken
interpretations of what ap-
peared. on radar screens.

“Is it not clear,’ he said,
“that in these conditions a
simple mistake in the trans-
mission of signals could cause
a world catastrophe?

“No Soviet missiles threat-
ened today the United States.”

The Soviet Unien was
ready to consider the ques-
tion of forbidding the use of
outer space for military pur-
poses and the scrapping of
foreign military “bases on
other people’s territory at the
Summit conference.

But to discuss only the
question of banning inter-con-
tinental ballistic rockets with-
out discussing the question
of intermediate, medium and
short-range missiles, which.
could be launched against the
Soviet Union from U.S. bases
in Europe and North Afriea,
would be a_ lop-sided ap-
preach.

“In your message, Mr. Pres-
ident, you pass over our pro-
posal and declare that you ex-
pect the Soviet government
to accept your proposal.

“The impression one gets is
that an attempt is being made
to impose upon us a solution
of the problem of the use of
outer space which would be
in the interests only of the
United States and entirely ig-
nores the interests of the
Sovet Union.

“Such an approach is abso-
lutely intolerable in negotia-
tions between independent
states and, of course, cannot
lead io agreement.”
