big countries like Brazil, Ar-
gentina, Mexico, opposed
sanctions. Many South Amer-

ican. governments are split.

in Cuban affairs.

While the conference was
in progress mass demonstra-
tions in support of Cuba and
against the U.S. stand took
place all over Latin America.

On Jan. 22, the very day
the OAS conference of for-
eign ministers opened, an-
other conference representa-
tive of the peoples of Latin
America met in Havana, Cu-
ba. It was called by many

prominent people including

former Mexican president
Lazaro Cardenas, Chilean
Senator Allende and the

leader of the Brazilian peas-

ant’s union, Francisco Juliao.

On Jan. 22 a mammoth
people’s rally took place in
Havana in support of the
Conference of Representativ-
es of the Latin American

Peoples.

Mine-Mill
holds big
Sudbury rally

SUDBURY — Rank and
file members of Sudbury Lo-
cal 598 of the Mine Mill un-
ion last week again deliver-
ed a rebuff to the leadership
of the Steelworkers’ union
in its raid against the local.

On Sunday, January 21
over 4,500 persons crowded
into the Sudbury arena to
demonstrate their determina-
tion to maintain democratic
control of their union and de-
feat the Steel raid.

The week before, the same
arena had been the scene of a
resounding flop when fewer
than 800 Steel supporters at-
tended a meeting called by
the Steel leadership, featuring
Claude Jodoin, president of
the Canadian Labor Con-
gress. -

The meeting adopted a
sweeping new program of
policy and bargaining and
elected a trial committee to
hear charges against local
president Gillis and his ex-
ecutive for their aid to Steel

of Canada which was adopted
at the closing session of the
17th National Convention of
the Communist Party of Can-
ada, meeting in Toronto last
weekend.

Presented -to the conven-
tion by the new national
leader Leslie Morris, the call
was. unanimously adopted.
Here is its full text:

Fellow-Canadians: We Can-
adian Communists are gath-
ered in our 17th National
convention to consider. the
affairs of our country. Our
party is now celebrating its
Fortieth Anniversary.
Through these years we have
put forward our views on the
life of our country and our
people—in peace and war, in
depression and prosperity, in
great political battles and in
times of seeming political
quiet.

At all times, our party,
which was born out of the
Canadian labor movement,
has championed the interests
of the people against the cap-
italists, the interests of our
country against those who ex-

ill-gotten gains.
At no time in the past has
our country faced such grave
decisions as it does now. Ris-
ing above. all other prob-
lems, over-shadowing them,
is the question of war, or
peace, Shall the labor of our
people who have built an
industrial civilization out of
the bush and the prairie, end
in the consuming fire of
thermonuclear blast and the
horrors of fall-out?
PEACE CAN BE SAVED
* Every other question re-
cedes before the danger of
war.
Peace can be saved, but
not by pursuing the cold war.

doning the cold war, in seiz-
ing the opportunity we have
to detach ourselves from the
U.S. military alliance and
stand up for Canada — for
her neutrality, for her with-
drawal from the North At-
lantie Treaty Organization,
for the reduction of the arm-
aments burden, for declaring
Canada to be a nuclear-free
zone refusing to have H-
bombs on our territory, for
standing up in the United
Nations arid speaking with an
independent mind.

We would not be alone if
we did that. On the contrary,
we would be joining hands
with the peoples of Asia,
Africa, and Latin America,
who are fighting for their na-
tional freedom and for peace,
with the hundreds of millions
in the Socialist countries. We
would be champions of the
principle of the peaceful co-
existence of countries with
different economic and social
systems — the peaceful settle-
ment of all international dis-
putes!

_Only by leaving the U.S-
‘organized and U.S. controlled
military alliance, can ‘we
hope to be at peace.

Those who say that our
peace and security lie in even
greater integration with the
USA have in fact surrender-
ed Canadian independence,
and look on our country as
a helpless pawn and a satel-
lite. Weare not helpless nor
do we need to be a satellite.
Our people have the oppor-
tunity in the rapidly chang-
ing world of today to be mas-
ters in their own house, to
make Canada a truly inde-
pendent country, to take it
out of its present danger as
an expendable part of the
U.S. military establishment.

Canada is not expendable
to save the United States.
