SUPPORT VIETNAM APPEAL OF THE INTERNATIONAL EMERGENCY CONFERENCE IN SUPPORT OF VIETNAM HELSINKI, MARCH 6-8, 1979 China’ HANDS OFF The world is a deeply-disturbed witness of China’s massive armed aggression unleashed by the ' leadership of the People’s Republic of China against the Socialist Republic of Vietnam, a symbol of courage and steadfastness in its enormous sufferings in the name of the struggle for peace and independence. This aggression, which is against the interest of the Chinese people themselves, is universally condemned. The armed attack on Vietnam is in gross violation of the UN Charter and the generally-accepted rules of international law, which should be universally respected. Itis athreat to détente and peaceful co-existence in international relations. It is dangerous proof of the adventurism of the Chinese leadership, whose policies run the risk of plunging humanity into unprecedented disaster. : The invasion of Chinese troops is stirring up angry protests from all who, in denouncing the Chinese leaders’ manoeuvres, are voicing their own resolute support for peace, freedom and independence for all countries. We, representatives of public opinion for peace in over 100 countries and 30 international organizations, meeting together at the International Emergency Conference in Support of Vietnam (Helsinki, March 6-8, 1979) appeal to all peace-loving forces to intensify the widespread solidarity movement with Vietnam urging the Chinese authorities to put an end forthwith to their aggression; we call for unconditional withdrawal of all their troops from Vietnam. Full sovereignty and territorial integrity of Vietnam, just as that of all countries throughout the world must be respected. The extension of the Chinese war of aggression to the Lao People’s Democratic Republic and other countries in the region must be prevented. * Today, as yesterday, there is but one watchword: HANDS OFF VIETNAM! In successive battles for 30 years against Japanese, French and U.S. imperialism, the Vietnamese, a nation of heroes, have hallowed their land with the blood of their patriots. __Valiantly resisting. the invaders, the Vietnamese people have upheld the honor of humanity against the aggressors. and violators of liberty. In its essence this war of aggression is a dastardly crime against humanity. At the same time it is a part of a wider con- spiracy of imperialism against the peace and national independence of peoples. ington and other NATO partners, prior to and during the period of China’s inva- sion of Vietnam, confirms the collusion of China with the forces of world im- perialism. _ The International Emergency Confer- ence on Vietnam expresses its deep in- dignation and anger at the Chinese ag- gression on Vietnam. The Conference strongly condemns this unprovoked ag- gression. The Conference puts world public opinion on its guard at the muster- ing of Peking armed: forces at the China-Laos border signaling an eventual aggression against the Lao People’s Democratic Republic. The collusion of the leadership of China with the U.S.and other imperialist powers and with the aggressive circles of NATO in political, economic and mili- tary fields, as manifested with the visit of Deng Xiaoping, poses a grave threat to the peace and security of nations. Their attempts ‘to reverse the process of détente and to intensify the arms race, if trous consequence. The cooperation of the Peking rulers with the most hated and reactionary forces as represented by Pinochet of Chile, Mobutu of Zaire, racist regimes of South Africa, Rhodesia and Israel, and the former Shah of Iran, who has been thrown into the dustbin of history by the people of Iran, clearly demonstrates that the traditions of the Chinese revolution have been abandoned even as their rev- olutionary gains have been wasted. World public opinion must stay the hands.of those who want to revert to aggression, destabilization and revive the cold war. The dangerous policy of hegemonism and expansionism, being pursued by the Chinese leadership, under one pretext or another, must be resisted in the interests of peace, stability and security in Asia and the world. Vietnam needs the support and sol- idarity of all who value independence and freedom.
