better analysis and a broader

science and sociology sessions,

One bright development was
the two-day second annual meet-
ing of the Committee for Social-
ist Studies. Set-up in Carlton in
1967, this was the second time
a full program was presented.
The presence of up to 150 parti-
cipants at the four sessions in-
dicated this new body was a go-
ing concern.

Torontonians protest

South Africa’s trade commis-
sioners’ plan to have a quiet
banquet to win support for trade
and friendly relations between
his country and Canada was
shattered in Toronto when a
few hundred picketers turned up
at the Park Plaza Hotel.

Carrying signs denouncing
South Africa’s apartheid policies
and distributing lists of goods
from South Africa for boycot-
ting, they won a warm response
from passersby.

“Already,” said the leaflet of

the Anti-Apartheid Movement,
“$36 million (Canadian) are in-
vested in South Africa. Among
the companies pouring capital
into that country are Inco, Rio
Algoma Mines, Falconbridge,
New Wellington Mines, Garfield
Weston, Sun Life and Manufac-
turers Life Insurance, Polymer
Corporation, Masey Ferguson.”

forces the majority of South Af-
rican people to suffer appalling

In the very full sessions, pap-
ers were presented that attacked
some of the main problems fac-
ing Canada and Canada’s univer-
sicies. They included English-
French relations, Canada’s de-
pendence on the United States,
the Americanization of the Cana-
dian universities, strategic re-
search for socialists and the ra-
dical faculty and the students. -

COMMUNIST PARTY OF FRANCE:

The Central Committee enthu-
siastically salutes the activity of
the Communists, of all particip-
ants in supporting committees,
of all those who through their in-
numerable initiatives aided the
campaign of Jacques Duclos.

The Gaullist law excludes the
left from the next ballot, where
only the two reactionary candid-
ates remain: Pompidou and
Poher. Change is impossible with
them. The splitting of the left,
for which the Socialist Party
bears the responsibility, has led
to this situation. Moreover, it
has prevented Jacques Duclos,
despite an important vote, from
winning the second position. In
face of these realities, the Com-
munist Party of France calls on
its electoral supporters, the
democrats, not to vote for either
of these candidates, to refuse to
take part in this vote by abstain-
ing on June 15 next.

These two candidates repre-
sent the continuation and wor-
sening of the anti-social policy
condemned by the millions of
wage earners in the struggles
which have marked the recent
period, notably that of May-
June 1968. They represent the
continuation of the policy reject-
ed on April 27 (1969) .

Neither the one nor the other
offers a solution to the problems
of the workers, of our people
and nation. Their entire policy is
directed to the satisfaction to-
morrow, as yesterday, of the de-
mands of high finance and big
business, to the detriment of the
majority of the people. This is
why they are trying to group re-
presentatives of different sec-
tions of the bourgeoisie to form
the next government.

This is also the reason why

each of them declares his sup-
port for the existing Constitution
in order to impose the policy of
big capital in an authoritarian
way.

As for foreign policy, the
statements of each of them ex-
press a definite return to Atlan-
ticism in contrast to a genuine
policy of national independence
and peace. This is the meaning
of the discussions between Pom-
pidou and Giscard d’Estaing.
Poher, for his part, has even de-
clared himself for a European
“force de frappe” (“striking
force”), which would put atomic
bombs in the hands of the re-
vanchists of Western Germany.

Thus, whichever candidate is
elected on the second round the
same policy will be pursued.

There is but one alternative
indicated by economic and social
realities: either continuation of
existing policy; or profound
change, by putting into effect a
new policy to assure healthy
economic growth, satisfaction of
the great demands of the people
and of the nation’s needs, social
progress, friendship and cooper-
ation between all countries.

Only the working class with
its allies, the intellectuals, the
farmers, all levels of the people
who are the victims of mono-
poly, can bring about such a
change.

Pompidou and Poher represent
the maintenance of big capital’s
domination of the life of the na-
tion, while millions and millions
of French people want a political
change.

In this situation, after having
fought with all its strength to
bring about the confrontation of
the reactionary right and the
united left; after having worked

for the realization of the hope
of the working people, the Cen-
tral Committee of the Commun-
ist Party of France calls on its
electoral supporters, all those
who struggle for a change of pol-
icy to withhold their votes from
the two reactionary candidates.

Women and men voters of the
left who represent our country’s
democratic future will not act
against their interests by sup-
porting a candidate of the big
bourgeoisie, whoever he is. By
their refusal on June 15 to take
part in the election they will
condemn the policy of reaction.
In this way they will .express
their conviction that only the
unity of working class and
democratic forces can offer a
valid solution to the present
political crisis. They will pro-
claim their desire to continue to
struggle until victory.

For the left, a more favorable
situation would have been creat-
ed if it had been united around
a common program and a single
candidate chosen on that basis.
Confronted by the candid-
ates of the bourgeoisie, the- left
would have proposed a new
policy corresponding to the in-
terests of the people and of the
nation, assuring the grandeur of
France, its authority in the
world, and crystallized around
itself the energies of the nation.

The responsibility of those
who refused our proposals is a
grave one. Their candidates of
division, of diversion by deliber-
ately turning their backs on the
desire for change expressed on
April 27, on the great hope for
unity of the workers and of all
democrats, facilitated the provi-
sional success of reaction. The
alliance. with the right which
they prolong by endorsing Poher
accentuates still further that res-

Among problems that surged ta
the fore were: What sort of re-
search is needed by socialists in
order to assist the struggle in
Canada, how can faculty and
students unite in the democratiz-
ation of the university, how can
Canadian content in teaching be
achieved, how does the struggle
against U.S. imperialism relate
to the struggle for socialism,
and where in all this does the
question of English and French
Canadian unity fit.

The participants ranged
through a wide spectrum, and so
it is not surprising that at these
sessions one could only see the
beginnings of common under-
standing. Perhaps best of all was
the fact that so many came to-
gether to discuss. Only in the
future will a common strategy
be achieved.

One couldn’t help feeling that
perhaps it will be out of the CSS
that even more impetus will
come to force the types of re-
search and discussion, particul-
arly in the social sciences, that
will make future sessions of
the Learned Societies more
meaningful.

the workers, of all democrats in

pitalist bourgeoisie is achieved
by rallying together around the

continue to struggle with other
democrats will be realized de-
spite the obstacles of the mo-
ment; for it develops out of
material and social realities, it
corresponds to the vital forces of
our country, it is the essential
condition for the victory of
democracy and socialism in
France.

The presidential election has
been an important stage in the
struggle of the forces of the
workers and democrats. But on
the day after this election all the
great problems will remain and
the necessary political change
will still be the decisive ques-
tion.

It is for this reason the Cent-
ral Committee calls on all who
work by hand and intellect, all
who are victims of the policy of
the big bourgeoisie, to advance
the struggle to achieve unity of
all who want a change in policy.

It invites them to join the
ranks of the Communist Party of
France to increase the efficiency
of their efforts for unity, to
work to bring together all who
seek a new régime capable of
assuring the satisfaction of the
people’s demands, the progress
of society, the economic and cul-
tural development of our coun-
try, the democratic and socialist
future of France.
