THE CORPORATION OF THE CITY OF PORT COQUITLAM REPORT TO COUNCTL MEMORANDUM J. Maitland DATE: May 25, 1994 Acting City Administrator FROM LR. Zahynacz, P. Eng., FILE: 900-266 City Engineer SUBJECT: TRAFFIC CIRCULATION - CLAYTON/TOUHEY/MURCHIE (Public Works/Traffic Committee Meeting of May 24, 1994) That Council designate Murchie, Clayton and Tuohey between Murchie and Clayton as a 30 km/h speed zone. That Council approve the installation of three speed humps on Clayton, Tuohey and Murchie as shown on the attached Plan 1 at a cost of $6,000. | That $6;000 be allocated from the Special Public Works Capital Reserve fund for this purpose. | The Public Works Committee considered the attached memorandum from the Project Technician dated May 18, 1994 regarding a petition from residents in the Clayton/Murchie/Tuohey area dated May 4, 1994 requesting a 30 km/h zone and speed humps on these streets. ‘The majority of the members of the Public. Works/Traffic Committee are in favour of installing the speed humps and reducing the posted traffic speed to 30 km/h because this is a special area which has been experiencing severe problems with regards to through traffic using Clayton, Tuohey and Murchie. The speed zone reduction and speed hunips can be used for a trial period of six to nine months and be reassessed after that time. This would be a test project in a Traffic Controlled Area. | . The City Engineer is not recommending the use of speed humps because there are numerous areas in Port Coquitlam which are experiencing through traffic and would therefore technically warrant the installation of speed humps if this policy. were applied consistantly. This would result in additional congestion problems in Port Coquitlam. | B Bteadec, LR. Zahynacz, P. Eng.
