5. That Section 302 be repealed and that the following be substituted therefore:

"302. Ail documents, letters, petitions or material from the delegation intended to be
submitted to the Council at its next meeting including any notice of reports or
written reports of standing or select committees or other advisory or regulatory
bodies shall be placed in the hands of the Clerk no later than 12:00 noon on the
Thursday immediately preceeding the meeting of the Council; any items received
after 12:00 noon on the Thursday immediately preceding the meeting shall be placed
on a ‘Late Agenda’ on coloured paper and presented to Council on the day of the
Council meeting and shall not be heard by the Council; save by leave of the majority
of Council members".
