RECOMMENDATION:

That the recommendation in the February Sth, 1993 report of the Director
of Planning be approved.

DISCUSSION:

The attached report from the Director of Planning was deferred at the
Planning and Development Committee meeting of February 9, 1993 for further
information. Planning Committee requested confirmation in writing from the
Ministry of Environment that areas outside of the special policy area would
remain under the Ministry of Environment's jurisdiction. Attached is
correspondence from the Ministry regarding this subject.

It is therefore recommended that the Zoning Bylaw amendments in Appendix 1
of the February 5th, 1993 report, be approved.
