CONFIRMATION OF MINUTES OF PREVIOUS MEETING Recommended: That the minutes of the meeting of the Environmental Protection Committee held on Wednesday, August 21, 1985 be taken as read and adopted ITEM 2 Mr ~ ~ Carried CLEAN-UP OF COQUITLAM RIVER — Hockey representing the District of Coquitlam attended the meeting to update members of the Committee on what has happened in hi s organ i zati on regarding the propo. ~u clean-up of the Coquit1 am R i ver. Mr. Hockey stated tl;at the D strict Eng ineer has prepared a report to the District Dra inage Committee for consideration during its regular meeting to take place on September 30, 1985. It is anticipated that this joint clean-up of the Coquitlam River between the two Municipalities wi be discussed thoroughly at the up coming Drainage Committee Meeting and that a decision is expected On behal f of Alderman Mitchuk, Chairman of the District D ra in age Comm i t tee, Mr. Hockey extended an i ny tat ion to members of the Environmental Protection Committee to attend this up coming meeting on the 30th of September at 7IOO p.m.. Alderman Gates then thanked Mr. Hockey for attending this meeting and al so assured him that a representative from the Environmental Protect ion Committee w be attending thi s up coming meeting on Monday September 30th. I I I I P25 985 $ ITEM 3 POTENTIAL HEALTH PROBLEMS ASSOCIATED WITH STORES SELLING PETS AND/OR BULK PET FOODS — 'I4artin of the Simon Fraser Health Unit attended this meeting at the req vest of the Committee for the purpose of clarifying his letter on the subject of Pet Store By laws which was forwarded to the City on August 13, 1985. Contrary to the letter submitted by Mr. Martin, Alderman Gates stated that the City of Port Moody apparently has a Pet Store Bylaw. Mr. Martin stated that he wasn't aware of it but he wi certainly find out and report back to the Committee. Alderman Gates then stated that he is concerned that most Bylaws and Regulations are directed to the victims (ie. Restaurants) as opposed to the source of the problem (ie. Pet Stores) Mr. Martin then stated that unfortunately the authority vested in his department and that in the Municipalities do not appear to enable the regulation of Pet Stores. He then cited that the Municipalities of Ottawa-Carleton, Vancouver, and Richmond as who have attempted to pass Bylaws to regulate Pet Municipalities Stores but have not yet been successful. Copies of these proposed Bylaws were given to the Committee for future reference. The other prob em cited by Mr. Martin is that often the regulations under the Health Act if violated would result in insufficient penalties to deter future violations. He stated that some pena ties for vicl ation of regulations are as low as twenty-f ive dol lars ($ 25 00). Further discussions ensued with the fol lowing decisions made by the Committee: a) T. Chong wiii find out what authority, if any, is vested in the Municipality under the Municipal Act to allow the City to enter onto a premise particularly that of a Pet Store in the event that a Hea th Inspector has detected such Pet Store to be the source of a health hazard. b) I4r. Martin will contact his superiors to arrange to have an item placed on the Agenda for the next Union Health Board Meeting to be held. The additional item to be placed on that Agenda w i dea with the unreal isticall y low penalties for violations to the regulations as laid down by the Health Act. Mr. I I ~ I I ~ I I ITEM 4 — I I NEWSPRINT RECYCLING AD Chong presented a sample of the half page Ad to be placed in the local newspapers promoting the recycling of Newsprint in the one change to be made on the Ad is the deletion of the target participation rate of Fifty percent (50$ ). Instead ail residents wiii be encouraged to participate in the program resulting In One Hundred percent (1005) participation This change wi be incorporated into the Ad.
