returns

THE CITY has backed
away from a plan to swift-
ly shut down a horsedrawn
buggy ride operation at the
Farmer’s Market.

Council had given city
staff its blessing to sus-
pend the business licence
of buggy ride operator
B.L.M.T. Enterprises.

That happened at a
Sept, 1 committee, where
staff relayed concerns that
the operation wasn’t in-
sured and didn’t follow a
sel route or park in a con-
sistent space.

City concerns had been
heightened by word that
there had been an accident
involving the buggy and a
person at the Riverside
Music Festival.

But by Sept. 15 building
inspector Paul Gipps said
operator Dave Penner was
complying with city re-
quesis.

Insurance is now in
place ensuring the city is
free from legal liability, he
said.

Penner has also agreed
to install seat belts in the
buggy, follow a set route
and obey the rules of the
road as they apply to other
vehicles.

City officials said
they'd pull the operation’s
business licence if it does
not comply.

“We'll give him an-
other chance,” said mayor
Jack Talstra.

Teens need driving lessons

LEARNING ABOUT the tisks of drinking
and driving is as important as learning
about the risks of unprotected sex.

That’s the message from B.C’s Child-
ren’s Commissioner, Paul Pallan, who
has recommended to the ministry of edu-
cation that high school career and perso-
nal planning (CAPP} classes teach stu-
dents about road safety.

“Students in high school will learn
about road safety, just as they learn about
other important subjects like HIV/AIDS,”
said Pallan.

the deaths of youth killed in car crashes

involving alcohol since 1996. Those
killed were between 13 and 18. Between
1998 and 1999, two Terrace area youths
were killed in alcohol-related car crashes.

The ministry of education plans to’ add
the recommendation when it makes curri-
