June 22, 1993 Honourable John Cashore, MLA Minister of Environment, Lands and Parks Parliament Buildings Victoria, British Columbia V8V 1X4 Dear Mr. Cashore: Re: Kennametal Inc. - 1651 Kingsway Avenue, Port Coquitlam Permit Application to Amend Pemmit PS-8201 Thank you for taking the time on June 18th, 1993, to review the proposed expansion of Kennametal’s polychlorinated biphenyls (PCB’s) storage facilities in Port Coquitlam. It is understood that the Ministry of the Environment, Lands and Parks, as part of its review procedure, forwarded notices conceming Kennametal Inc.’s application to various agencies, including the City. It would appear that, due to the routine and innocuous nature of the correspondence, the information was filed. As a result of not receiving a response from the City, the Ministry assumed that the City did not have any concerns regarding this application. City officials have now reviewed the Ministry’s original request for comments regarding the permit application and note that the information provided was unclear and insufficient. In particular, the application form identifies the amendment request; however, there was no information on the source of origin of the material. The City would urge that the Ministry, in future, include a brief description of the purpose for any amendments to those permits which would include information on the source of origin of the material.
