BACKGROUND AND COMMENTS: Council members will recall that the developer of property in the City's Industrial Area adjacent to the City's Dyke wish to use a narrow l!ong strip of Dyke property as part of the industrial lots to be created and in the attached letter from Grant Anderson Council members wili see that he has come up with a rather clever method of cutting through the "red tape". As Mr. Anderson points out in his ltetter, the City is prohibited from providing a direct or indirect assistance to a commercial undertaking and tn obtaining an appraisal of the value of the easements suggested the Appraiser will be asked to provide different values for different lengths of easements i.e. 5 years, 20 years, 50 years, etc., and the Council! wilt then be in a position to make a decision as to what length of time the easements should run based on the appraised value and any concerns the property owner may wish to express to Council. | ‘R.A.
