| ; | | ad | | fi H Pn neater ena sees eee ; Appointment- . 1977 Council ; Committees January 3rd, 1977 definite responsibilities were accorded to them, and they became the "children' of the Provincial Government who, like all good parents, put - municipalities on a meagre allowance 'for their ow good', but ignores questions and problems. Mayor Campbell stated he felt there is too much duplication in all Government departments, and that municipalities, through long years of experience, could well assume many of these respon-~ sibilities. Mayor Campbell commented he has never been abie to find out what the Provincial Department of Recreation does as municipalities provide recreation and facilities in their areas, and as Provincial parks are located in either a municipality or Regional District, it makes sense that the local government should operate and maintain then. Mayor Campbell stated he also felt it would be of benefit to everyone if a level of environmental control could be established between municipalities and the Provincial Government, as many aspects thereof, such as smoke emission, noise, etc., are common problems. Mayor Campbell then commented on the constant flow of cheques between the two levels of government for certain services, and he suggested that a single ledger system be established whereby the Province would keep track of these transfers, including a direct payment of the municipal share for schools, and every three months the Government with the credit balance would reimburse the other. Mayor Campbell went on to state his view that the Provincial Government must accept full responsibility for Welfare, as municipalities have no say in regard thereto - and instead use this assessment on the land fer transportation costs. In conzlusion, Mayor Campbell stated his greatest fear for municipalities as children of the Province, is that someday they will end up under the Department of Human Resources and placed out for adoption. APPOINTMENT OF COUNCIL COMMITTEES AND VARIOUS AREA BOARDS AND COMMITTFES:- Mayor Campbell stated that last year was one of the nicest of his life - not only in the City, but personally - and as both the Council and staff had reached the peak of efficiency, there would not be very many changes in Committees, and he then made the various appointments as follows: THE CORPORATION OF THE CITY OF PORT COQUITLAM 1977 COUNCIL COMMITTEES Finance Committee: Mayor J.M.
