The proposal you put forward would only benefit a small minority of subscribers who customarily call a distant community across the urban core, The rates that are now established through the restructuring that has taken place recognize the value that is obtained by outlying exchanges being able to access the main telephones in the urban core, and also the distances involved. The result is a much more equitable allocation of costs and recognition of value.
