The Terrace Standard, Wednesday, August 30, 2006 - A11 | Village economy to transform | thanks to gravel, power projects A GRAVEL ‘AND sand mine, and a power project near Kincolith at the mouth of the Nass River northwest of here will provide jobs and opportunity. beyond government " grant-based, make-work projects, says the Nisga’a village’s chief - councillor. '“There’s going to be a change in the way our econ- omy has been structured. We now have something to base a-career on and to provide a stable income for our peo- ple,” said George Moore. The gravel and sand mine mis owned by a junior Van- couver resource company called Ascot Resources and will cost an estimated $28 million to develop leading to a lifespan of at least 18 years and providing jobs for up to ~ 50 people. It's located at Swamp. Point on the Portland Canal, “about a.90-minute boat trip from Kincolith, The power project is. be- . ing developed by the Anyox Hydro Electric Corporation and ts located at the former ‘mining towns of Anyox on: Observatory Inlet and at Kit- sault on Alice Arm. " Itinvolves restoring dams installed for mines that oper- ated there in the early to mid 1990s, providing up to 56. 5. ‘Megawatts - of power to“be fed into the B.C. Hydro sub- station at Kitsault and sold to B.C. Hydro. Ascot and the Kincolith village government are to work out an deal for Nisga’a employment at Swamp Point while as many as 15 Nisga’a have been working for the Anyox corporation for the past several years, ‘ said Moore. He estimates there are upwards of 50 Kincolith res- idents ready and able to take advantage of employment _ opportunities - stemming from the two projects. But Moore also has’ his eye on the village’ Ss younger future, _ “We want our education department to work with the companies to identify the kinds of skills and training needed,” he said last week. Kincolith contains’ ap-. . proximately 475 people and_ the population has. grown: Since it was. connected by. road’ to the rest of. the’ Nass Valley three years ago. . Both the gravel and sand mine, and the power project are outside of the core lands set out in the 2000 Nisga’a - treaty but they are within the Nisga’a wildlife manage- ment area. Ascot received a provin-. cial permit this week for its . people when it comes to the. Swamp Point development while the Anyox corpora- tion was one of a list of in-_ dependent power projects to be told by B.C. Hydro last month that.it would buy its power. Moore said _ Kincolith was pleased with the envi- . ronmental review and work done by Ascot. “We're satisfied - they’ ve done everything in. their “power,” said Moore of the project to ship the’ majority of the gravel and sand on freighters down the coast to feed the California: construc- " tion industry. Having Nisga’a working | at Swamp,Point and at Any- ox vand .Kitsault will help preserve Nisga’a_steward- ship values as well as take - part in economic develop- ment, he added. “T don’t mean they would be there to critique every- thing but they would: know if there “was any activity. . outside of the approved and . permitted environmental as- sessments,” Moore added. Kincolith already. has a two per cent ownership stake _in the Anyox corporation, a . position that could increase to 10 per cent, and Kinco- lith officials will be talking with Ascot Resources about a similar venture. ' ~Moore and other. Kin- MINES MINISTER Bill Bennett, second from left, presents a permit for a gravel and sand mine northwest of-here to Ken Carter of Vancouver-based Ascot Resources’ Ltd. as Ascot project manager Hans Smit and consultant Bruce McLean look on. The permit was presented at the mine location last week. Kincolith residents will work there and the village expects other economic benefits from the mine as well as from the nearby Anyox and Kitsault power project.
