SATURDAY, AUGUST 81, 1928, The fact that the Allies are now back again on the Hindenburg line, after resuming the offensive, is perhaps the Tmaost encour- aging news . that we have received for a Jong time, and in this case assumes added import- ance when it is remembered that the Allies made their offensives right on the heels of the terrific German attempt of the early summer, The success of the Al- lies in making the great gains of the past few weeks immediately after Gerwany’s stroke was stop ped must indicate that the Allies have ample forces of reserves. This.undoubtedly is due largély to the great number of men sent overseas by the U.S. On the other hand, Germany has been forced to call upon Austria for aid, it being known by the Allies that Austrian troops have been behind the German west front -for some time. Woighing the two circumstances, thers van-be no doubt as to which side holds the greater amount of reserves, and in this war in which attrition plays the most part the side with least reserves must break’ first, Manpower Will Decide the War The Atlantic coast having been rendered too warm for them, the German submarines have now! transferred their activities to the waters of. Newfound- land, and as an expression of their sense of.fair fighting, have gunk * a number of helpless fishing ves- sels... This is, of course,. fully in “ aeeordance with the rules of “kultur”’, butis only one instance of Germany’s violations‘ ‘of the laws which govern fair fighting. The Kaiser surely has a lot: to answer for, and among the items will appear these attacks on non-combatants. ° There ‘is no justification, nor ever can be, for “these wanton. crimes, which in themselves form a confession of weakness, for if. the submarines could get fair game, they would -, not deséend to the depth of mur- dering harmless fishermen,, More “Kultur” By Gentle Subs. A number of. caudes which could not have been. foresten. at the beginning of the year have oe _ added. ‘ta’ ,the Sugar Situntion Galle for Saving the. suger wit- a uation, Some ‘veport decreased yield, ‘while the sugar beet crop in the U.S. is also less, Then the demands for shipping ‘required for the trans- portation of troops have cut down materially the number of vessels at disposal for sugar carrying. Despite these considerations, | however, if the people of Canada will exercise economy-in its use, there is expected to be sufficient sugar for their needs. The balance of trade between Canada and the United States is held by the latter by a large amount, and explains the lessened val- ue of the Can- adian dollar in the U.S. and the unfavorableexchange rate. While curs is a young and growing country, and it is natural that we should import more than we ex- port, there is much room for contraction in the amount of. our imports. Just because a certain article is made in New York daes nyt meun it issuperior to the ar- ticle that could be purchased at home. Far too much money is sent out of Canada, -most of which could be expended to equal advantage at home, -A dollar sent out of Canada is a dollar that may never return, Canada is engaged in the biggest war that ever civilization saw, and it will require every cent to finance our-share, Consider, then, be-|- for sending out our good money to other countries. Canada and the Trade Balance Germans do not like the use of sawed-off shot guns by Ameri- cans. scatter-gun to stop a mad dog. Jolin Bull came into his own when he captured Bullecourt.
