Deputy City Engineer Pa (Public Works Committee Meeting, LT, 1991) That a model UP4CC Compactor be purchased for the Recycling Transfer Station from Smitty’s Disposal Service Ltd. at a cost including installation and taxes of $34,702.25. That the haulage Contract between the Recycling Transfer Station at 1675 Broadway Street and the City’s Sorting/Marketing Contractor, Environmental Technologies Ltd., Richmond, BC, be awarded to Smitty's Disposal Service Ltd. at an approximate one year cost of $36,000. That funds for the purchase of the Compactor come from the $400,000 earmarked from Tax Sale Reserve for Recycling Equipment Purchases and the funds for the haulage contract come from the Recycling Operating Account. As part of the Recycling Transfer Station the City tendered for the supply and installation of a Compactor and for truck haulage between the transfer station site and our sorting/marketing . Contractor in Richmond, BC. Tenders closed June 16, 1991, and there were a total of seven bids _ for the work. Six of the Contractors bid on both the supply of the Compactor and haulage, and. one Contractor bid only on supply of the Compactor. After careful technical evaluation from the Engineering Department and financial evaluation with assistance of the Treasury Department, it was determined that while leasing the. compactor unit over a five year period has some minor econemic advaniage to the City, we are- recommending the City purchase the unit instead. By purchasing the unit the City remains eligible for application for Provincial Grants up to one third of our cost. Our understanding is that lease payments are not eligible for these granis. The haulage portion of the tender was evaluated on each company’s ability to provide the service on a regular basis within a maximum three hour call out time by the City.
