RECOMMENDATION : That the only change in our sewer rates for 1985 be an increase to $6.72 per month from $6.39 for the single family residences in areas where Sanitary sewers have been built by a developer. BACKGROUND _& COMMENTS: Attached is a copy of our proposed sewer budget for 1985. TI am proposing no change in the rates other than to the areas where the sewers were built by developers.. In the areas where the sewers were developer installed, the rate increase would be (after prompt payment discount) $3.60 per year. Since the development of Mary Hill, the City has had different sewer rates depending upon whether the sewer mains were installed by a developer or by the City. The basis for the rate differential is that the users whould share equally the maintenance and operating costs and that rasidents con- mected to the City installed mains should bear the costs of tha debt repay~ ment on those mains. Residents connected to developer installed mains have paid for their sewer mains when they purchased their homes. The existing sewer debt will be paid off by 1992 and by that time we should have a common rate, as we now do for water users.
