Eng., Council has In recent years advocated the establishment of a roads program for the City. In order to put together such a program, some of the technical Information pertaining to the major road network system such as the following Is required: 1. Existing surface and sub-surface conditions of the road sections. 2. Projected deterioration In terms of service lavels of the road sactions over a pre-selected perlod in the future. 3. Maintenance/rehabilitation strategies appropriate to the road sections which will retard the pavement deterforation process. 4. Projected cost/benefit ratios corresponding to the various maintenance/ rehabilitation strategies If Implemented for the road sections. Since assistance from Specialist Engineering Consultants are required to obtain the foregoing technical Information, calls for proposals to undertake this work were sent to Fenco-Lavalin Ltd., W.C.T./Delcan itd., and Stanley Associates Lid. with only the latter two companies responding. In analyzing the proposals from W.C.T./Delcan and Stantey Associates, both are considered capable of meeting the City's technical requirements. Although some differences ware noted in the methodology of carrying out this study between the two companies, no discernible differences are apparent in terms of the end product that Is, the technical information required by the City. However, Stanley Associates Ltd.'s cost estimate to undertake this Pavement Evaluation Study is over two times that of W.C.T./Delcan Ltd.'s. The reason for this discrepancy Is attributed to W.C.T./Delean Ltd.'s plan to undertake the City's study concurrent with the District of North Vancouver's 100 km study. Since the City's study involves only approximately 14 km of roads, thus we benefit from the economy of scale for this work. For the 14 km of road sections which we Intend to include In this study, W.C.T./Delcan Ltd.'s estimate for this work is $10,000. As you have previously advised, the 84 Budget approved by Councll contains $12,000 for this study. It Is therefore recommended that we advise W.C.T./Delean Ltd. to proceed with this study as soon as possible. It should be noted that any delays In awarding this work may jeopardize the scheduling of our work concurrent with the District of North Vancouver's.
