Mitchell and Associates Limited, Landscape Architects, being a "landscape concept" dated June 19th, 1981; "a typical unit landscape concept" dated June L7th, 1981 and a "buffer concept" dated June 16th, 198] referring to the above noted multiple family residential development;", Mr. Ron Hunter, Manager of the David Hunter Garden Center, asked regarding future changes to the left Curn on Coast Meridian Road and the City Engineer advised there were no immediate plans to make changes to the present left turn on Coast Meridian Road. By-law No. 1856: To rezone (a) Lots 45 and 46, Block 21, District Lot 464, Group One, Plan 25551, New Westminster District; and (b) Lots 32, 33, 34, 35, Block 21, District Lot 464, Group One, Plan 2363, New Westminster District; from RM-2 to RM-4. The Planning Consultant explained the Proposed rezoning advising this property has the civic addresses 2047, 2055, 2057, and 2063 Suffolk Avenue and it is expected that following completion of the rezoning procedures a 41 unit apartment complex will be constructed on the property. No one was present to comment on the proposed rezoning. The Public Hearing adjourned at 7:40 p.m. CONFIRMATION OF MINUTES: Moved by Alderman Mabbett: Seconded by Alderman Gates: That the minutes of the regular meeting of this Council held on September 14th, 1981 be taken as read and adopted, Carried. Alderman Muldoon voted against the resolution. Prior to the question being called on the foregoing resolution Alderman Keryluk referred to Page 5 of the minutes regarding the resolution passed on floodproofing and suggested the following amendment and the Council generally apreed. "that the words and figures ‘at 16.9 feet above sea level,' be inserted after the words ‘and that full floodproofing, '"' Alderman Muldoon referred to Page 8 of the minutes regarding allowlng homeowners to be able to sign binding legal documents in lieu of the requirement for floodproofing precautions and stated in her opinion homeowners should not be required to build 16,9 feet above sea level, Mayor Laking ruled that this could not be done and Alderman Muldoon appealed this ruling.
