November lst, 1976 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B. C. on November lst, 1976, at 7:30 p.m. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, G.R. Laking, E.W. Mabbett, P.F. Ranger, M.A. Thompson, and L.M. Traboulay in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, Assistant City Engineer L. Melnechenko, P. Eng., Planning Officer Lanson Lee, Fire Chief W.S. Wingrove, Works & Utilities Superintendent G. Ulmer, and Mrs. B.M. Aalten. CONFIRMATION OF MINUTES: Moved by Alderman Ranger: Minutes -Oct., 25/76 ‘ Seconded by Alderman Laking: That the minutes of the regular meeting of this Council held on October 25th, 1976, be tuken as read and adopted, Carried. Prior to passage of the foregoing resolution, Alderman Mabbett, who had been absent from the October 25th, 1976 Council meeting, referred to Puge 3 of the ninutes thereof concerning the presentation of Mr. Keith V. Godfrey, Manager of Traffic Safety for the Insurance Corporation of British Columbia, with respect to an attempt by I.C.B.C. to encourage the use of automobile seat belts through its Seat Belt Bumper Sticker Campaign, and he stated he would be submitting a recommendation to the next Council meeting proposing that consideration be given to a policy requiring operators of City vehicles to use seat belts. UNFINISHED BUSINESS: From Mr. J.C. Carlile, the Vice~President of Operations, British BC Tel. re quality of Columbia Telephone Company, October 25th, 1976, replying to a letter service from the City on the poor quality of telephone service being experienced by residents of Port Coquitlam, stating that the Repair Forces in this area have been instructed to review their maintenance procedures so as to ensure that the Company's equipment functions to required standards, and requesting that if any further problems are encountered, he or Mr. C.R. Swabey, Division Manager, be contacted, The letter was received for information. From Alderman P.F. Ranger, October 28th, 1976, advising that he had Ald. Ranger re: Tolerance-Min decided to ask Council to give consideration to a resolution concerning Area Standards Tolerance - Minimum Area Standards, rather than the By-law amendment he had suggested in his Notice of Motion at the last Council meeting.
