besa et wire AO Te A Shar a Sa MEMORANDUM TO: Mayor and Aldermen ' September 27th, FROM: R.A. Freeman City Clerk Re: Voter Registration and Voting on Polling Day At the 1976 Sitting of the Legislature, the Municipal Act was amended to provide that a person whose name was not on the Voter's List could, never- theless, be permitted to register and vote on Polling Day. Councill will recall that this action was taken as a result of representations to the Government by a great many municipalities, including Port Coquitlam. We have designed a system that will permit persons to actually register in the Polling Places on Polling Day and- thus permit them to vote and be on their way with the least amount of inconvenience. The alternative, of course, would be to require persons to attend at the City Hall to register and then be given a Voting Certificate which they could take to the Polling Place. This latter system would be the most economical as staff is on duty at the City Hall on Polling Day anyway, and we could eliminate one Poll Clerk position from each Polling Station if they did not have the responsibility of voter registration. . Might we suggest that Council give consideration to passage of the following resolution: “That the City Clerk be instructed to have the necessary personnel available at every Polling Place and at the City Hall in order that those persons eligible may register for placement on the City's List of Electors, thus enabling them to cast their ballots on Polling Day, November 20th, 1976." If Council feel voter registration should only take place ac the City Hall the reference to "every Polling Place" should be deleted from the Draft Resolution set forth .above. _ City Clerk aii)
