WHEREAS pursuant to Section 534 of the "Municipal Act", being Chapter 255, R.S.B.C., 1960, as amended, the Council may, by by-law, establish and maintain a system for the collection, removal and disposal of garbage, ashes, refuse and other noxious, offensive, unwholesome, and discarded matter; may com=- pel persons to make use of said system; may prescribe the terms and conditions ° upon which persons make use of such system; may establish a scale of charges payable by owners or occupiers of real property for use of said system; and may _ compel payment of the charges so fixed and impose penalities for neglecting to. remove or have removed such trade-waste, garbage, rubbish and other matter; AND WHEREAS it is deemed expedient to establish, operate and maintain such a system for the benefit of owners and residents of the City; THEREFORE the Municipal Council of The Corporation of the City of Port Coquitlam, in open meeting assembled, enacts as follows: » Note - Duals ble 7 €or Fisac Reavme Crvy Cicew " INTERPRETATION 1. . In this By-law, unless the context otherwise requires: “City Fngineer" means the City Engineer of the City of Port . * Coquitlam, duly appointed by the Municipal Council and shall include his duly authorized representatives. "Medical Health Officer" means the Medical Health Officer for the. ‘City of Port Coquitlam, duly. appointed by the Municipal Council and shall include his Deputy and any Public Health Inspector acting under his supervision, ° "Owner" shall include "Occupier" and the agent of such owner. "Person" means and shall. include a natural person, corporation, firm or co-partnership. "Premises" means a place of residence, business establishment, each apartment or suite in an apartment building, each self-contained dwelling or business unit. "Special Wastes" includes hazardous wastes, pathological wastes, explosives, radio-active material, security wastes, confidential documents, negotiable papers, and includes all wastes resulting from any industrial or manufacturing operations, the construction or demolition of buildings and structures, abandoned vehicles and parts thereof, dead animals, household appliances and all animal and agricultural wastes,
