December 9th, 1974 the normal course of events a matter of this type would be referred to the City's Health Committee; however, at the request of Alderman Ranger, the necessary draft By-law had been prepared and was available for initial consideration. Alderman Ranger stated he felt that Section 26.(b) of the proposed draft by-law, which states "within any other area of the City except with the approval of the Medical Health Officer." should be deleted, and he then made the following motion: Moved by Alderman Ranger: Seconded by Alderman Lakine: That Section 26.(b) of the "City of Port Coquitlam Public Health By-law, 1969, No. 908, Amendment By-law, 1974, No. 1353" be deleted in its entirety; AND THAT By-law No. 1353 be read a first time. Defeated. Alderman Ranger voted in favour of the resolution. Prior to defeat of the foregoing resolution a discussion ensued, and members of Council generally expressed the view that they did not favour amending the Health By-law as proposed by Alderman Ranger. From the City Clerk, November 29th, 1974 advising that a Counter Counter Petition, Stat.Declara- Petition received cn November 22nd, 1974 from certain of the property owners on Handley Crescent with respect to proposed works of Local Improvement Handley Crescent fell far short of the requirement that it bear the Signatures of a majority of the owners of property to be specially charged, and submitting the re- quisite Statutory Declaration of the Clerk and Local Improvement Construction By-law No. 1352 - the latter document being available for initial consideration. Alderman Thompson introduced a By-law to authorize the Construction of Pavement - 28' width, storm sewer, and extruded concrete curb; all of a "Local Street" construction standard on a Normal Construction Schedule; on Handley Crescent from the West boundary of its Southerly intersection with Freemont Street to the West boundary of its Northerly intersection with Freemont Street in the City of Port Coquitlam as a local improvement under the provisions of Part XVI of the "Municipal Act", as amended, Moved by Alderman Thompson: Seconded by Alderman Traboulay: That By-law No. 1352 be read a first time. Carried. Moved by Alderman Ranger: Seconded by Alderman Mabbett: That By-law No. 1352 be read a second time. Carried.
