Dear Alderman Brown:

Thank you for your letter of May 14, 1990, providing me
with the Board of Management's recommendation for a funding formula
and the results of its vote.

It is of concern to me that the Fraser Valley Regional
Library's member municipalities and school districts have been unable
to come to unanimous agreement on this issue for two consecutive
years, Perhaps further refinements will have to be made to the
formula in order to avoid this annual request for intervention.
recognize that the design of a funding formula which pleases all
nineteen member municipalities and school districts is an enormous
challenge, but the Fraser Valley Regional Library System has a Tong
history of cooperation and I know that its members are committed to
preserving the integrity of the library system as a whole.

In fixing the ratio by which money will be chargeable to
the respective municipalities and school districts for the fiscal
year 1991, my decision is to rule wich the majority of the Board.

The presart formula, supported by 90% of the members of the Board,
based on 50% lagged actual assessment. and 50% population with no
caps, is to be applied for 1991. Although I believe that this
formula is the appropriate one for the Fraser Vatley Regional Library
at this time, I urge the Beard of Management to continue to seek a
universally acceptable funding agreement for future years.

Please convey my congratulations and best wishes to all of
the members of the Board of Management on the sixtieth anniversary of
the establishment of the Fraser Valley Regional Library. | |
