After carefully considering all the information that I have and applying the appropriate legislation, I find I must refuse this application. One of the factors which I must consider in reviewing all applications is the need for liquor licensing ina community. The branch has a responsibility to take into consideration population trends, community need, and enforcement capabilities in determining if a new liquor licence should be issued. The regulations also require that I consider: Regulation 5(4)(a) the proposed location of the establishment; (b) the proximity of the establishment to other social facilities and public buildings; (c) the number of licensed establishments within a reasonable distance of the proposed location; . . (d) the potential economic viability of the proposal; (e) the need of the local community for the proposed establishment; (£) traffic, noise and parking factors, appearance and municipal zoning. In addition, section 17(7) of the regulations pertains to licensee retail store licensing which I must also consider when making my decision.
