Eng., City Engineer LITEM TI Re: Load Restrictions “for Roads Council had asked the Committee to consider the use of weight restrictions on City streets to reduce damage during the spring thaw period. The Committee considered the fact that load restrictions would have to be in place from the time the thaw started until all excess moisture had left the road bed. This would be a period of one to two months. Most truckers cannot operate economically with half loads and in some cases where industrial loads cannot be broken down, such restrictions would severely curtail business. For these reasons, normal compiiance with weight restrictions is very low, truckers pre-~ ferring to pay the fine if caught tather than curtailing their Operations. For these reasons, the value of weight restrictions on City streets is usually vary minimal whereas the cost of enforcement is high. The situation is not the same as on Provincial highways where trucks are reguarly required to pass over weight scales and have their loads checked. The Committee recommends that no weight restrictions be imposed? ITEM II Re: Information on Bus Shelters Council had asked whether there was any merit in con- Sidering the same type of bus shelter arrangement that Coquitlam had recently concluded with an advertising firm. The standard arrangement available from two different advertising companies is that they will supply a bus shelter with a lighted advertising 6ign on one wall in return for having the City provide a concrete base and a source of electrical power to light the sign. The City's share of the cost has worked out to $500.00 per shelter in Coquitlam. Since the cost of the shelter as provided by the advertising company is relatively high, they require qood exposure for their advertising. This means that they would only consider [eeces
