March 25th, 1974 . 15, surrounded by housing. The Committee, in its report, commented that invariably a wide variety of fencing styles and sizes appear around the perimeter of the park, and that it is felt the best form of design would be a simple chain link fence with a gate for each parcel of land abutting. It was further suggested in the report that the green vinyl-coated .type of fencing would be the most attractive and pre- ern owners should be encouraged to plant shrubs along the fence line for privacy and to improve the appearance of the fance. Moved by Alderman Ranger: Seconded by Alderman Thompson: That as recommended in a report from the Planning & Zoning Committee, March 21st, 1974, where park land of the small “tot lot" size is dedicated in future subdivisions, developers be required to construct green vinyl-coated chain-link fencing around the perimeters of such parks with a gate for each parcel of land abutting. Carried. Mayor Campbell and Alderman Thompson voted against the resolution. Prior to passage of the above-stated resolution, a discussion ensued and Alderman Ranger poined out that fencing around the present small parks is very unsightly in some instances whereas chain link fencing is attractive and mainten- ance free, Alderman Thompson stated he appreciated the necessity for standard fencing, but commented that the cost will be passed on to the purchaser by the developer. Alderman Thompson also mentioned that the chain-link type of fencing does not provide privacy and stated he was opposed to the motion. Alderman Ranger pointed out that inexpensive, fast-growing sarubs can be planted inside the fence dine or strips of plastic can be woven through the fence for privacy. Mayor Campbell stated he felt the purchaser should have the right to fence his property the way he wishes, and that he too, was opposed to the motion. From Mayor J.M.
