In other words he said two contradictory things at the same time. But, there’s nothing new in that. The valuable thing that he said was that his Government was getting concerned with the degree to which our country is owned by foreigners. Brave words. Necessary words, Words which were necessary more than 10 years ago, because that's when most of the trou- ble started. However, maybe we can do something about it even at this late date. Companies which desire to enter the insurance, trust, loan or finance field,.to name a few, must become incorporated by a Special Act of Parliament if they desire to hecome a fed- erally incorporated company. In other words, they must come fo Parliament and petition for an incorporation. It is at this juncture that we hope to see the Prime Minis- ler’s declaration put into effect for we must see to it that eompany that becomes incorporated in this way has written into its Bill of Incorp- oration the principles about foreign ownership and inter- locking directorships which are contained in the Bank Bill, now before Parliament. a Home? SW UMBER STORES (ctf) WEL We intend to pose to each of the companies which comes before Parliament, the question as to whether or not they would be agreeable to have their company set up in such a way as to conform with the prin- ciples enunciated in the Bank Bill. If they do they will be- came incorporated and he able to conduct their ‘business. Lf they are unwilling to co-operate with the declared policy of the Prime Minister, then I think that they should not be given a franchise to conduct business. Admittedly this is only a small step. Admittedly it will only apply to a very, very few of the companies doing busi- ness in Canada today. . Admit- tedly it will have no immediate effect upon our natural re- sources which are being sold to foreign companies almost on a ‘fire-sale’ basis, Admittedly it will not ‘have any effect upon the great bulk of our economic activity, But, it is a step. A long march begins with the first step. We have been many years in allowinng foreign ownership to build up such massive pro- portions. I don’t think we can change it over night. My only regret f that Prime Minister, as Is isual with him, adulterated his declaration with the statement that he weleomes foreign in- vestment. I don’t see how the ean welcome foreign invest- ment on the one hand and de- mand on the other hand that we own Canada ourselves, To me this statement of the Prime Minister’s was simply another way to say that he agrees with both Walter Gor. don, an econimist nationalist, and Mitchell Sharp, a sell-out artist to the international set.
