- The Terrace Standard, Wednesday. February 5, 1997 More police a possibility THERE'S A chance of having one more of- ficcr patrolling northwesiern highways thanks to a re-organization of the RCMP. The intent is to collapse the force’s ad- ininistrative levels and put more officers on ihe sirecis, says Steve Leach, commanding officer of the local detachment, “What's: being talked about is transfer- ring two positions from Prince Rupert — one for our highway patrol. and another [or our communications centre,’’ explained Leach last week. The overall plan, for instance, will group the force’s administrative headquarters for — the north in Prince George. More authority will be given to detachments for adminis- trative tasks that once rested elsewhere. Adding one officer to the highway patrol section will increase its strength to five af- ficers, said Leach, “The new officer is an accident reconsimctionist,’’ Leach said. That's a highly skilled position involving painstaking work to piece together causes and effects of accidents. The addition of a highway patrol officer has been long-wanted, ‘Over the course of time we’ve been able to compile Statistics and accident rates and we've known we could use. another of- ficer,’’ said Leach. The highway patrol section’s territory ex- lends north. to Atlin, west to the Queen Charlotte Islands and east to Hazelton. Also under consideration is -adding anoth- er person. in the regional communications centre based al the detachment. nkkkk Aside from the above, Leach is anticipal- ing ‘having two new ‘identification section officers arrive soon. That three-officer sec- tion has just one person an duty now. Mayor Jack Talstra says the cily simply can’t afford it’s share of the $400,000 start-up casts and $200,000 antiual operating costs of the program. Kitimat council suggested hiring” a recycling coor- dinator to achieve those goals, The death of 2 regional recycling project for this year means that the Kitimat- Stkine district won't meet provincial requirements to have a recycling program in place by 1997. However, Tooms says it’s unlikely the environment ministry will come . after them. “They've been hit by cuts pretty bard themselves,’’ he points out, ‘Regional recy- cling will have-to wait for now. We have some pretty good reasons,’’ the plan. ‘Recycling costs us money in the north because of the vast distances and sinall populations,’’ he says. ‘Plus, the province has dropped most of their incen- tives. Thal makes recycling a pretty tough sell.”’ The province originally promised capital cost incen- lives for things like trucks and educational material. “Those are all gone now,’* says Tooms, With Terrace aut, the cost of implementing a recycling program in the region fell on the two other partners in the project — the Kitimat- Stikine regional district and Kitimat... ‘Kiliinat“dropped out with its council saying that while it supports the idea of a regional recycling program, it can't afford the project without Terrace’s share.
