DODGING. THE ISSUE Liberal speakers and writers are at- tempting to dodge the main issues of this election. That issne is reform. We are told that reform is fading from the picture, and that all the legisla- tion so far implemented amounts to very little, and that anyway it is pro- Ialbly unconstitutional. The sincerity ul these frivolous criticisms may be mensived by the fact that the opposi- tion declined to vote against the ‘bills.
