MEMO TO: Intermunicipal Liaison Committee

FROM: City Managers of Port Moody, Port Coquitlam and Coquitlam

SUBJECT: North East Sector Emergency Program

Recommendation

That the Intermunicipal Liaison committee adopt this report and recommend to respective councils
adoption of the North East Sector Emergency Program for implementation in 1995,

On March 14, 1994 the Inter municipal Liaison Committee recommended that the respective
Emergency Planning Coordinators meet to discuss regional emergency coordination and how
municipalities might be better served including the possibility of hiring o Regional Emergency
Coordinator. |

At the April 25th, 1994 meeting, the Intermunicipal Lisison Committee received a report from
Robert Lee the Emergency Planning Coordinator for Coquitlam entitled Concept for Integrated
Emergency Planning for the North East Sector. This report which outlined principles to be
followed in further discussions was adopted by the Committee and subsequently by the Councils |
of Port Moody and Coquitlam. The five principles are as follows:

adoption of a common strategy for community preparedness;

adoption of common organizational responsibilities and procedures;

development of communications and information system linkages at the functional level; |

adoption of a common budget formula; and

adoption of the School District #43 boundaries as the area to be integrated.
