Kirk September 25, 1991 City Administrator OCP - 1992 Series Carlos Felip Director of Planning Environmental Assessment Terms of Reference Planning Committee - September 24, 1991 RECOMMENDATION = THAT Council approve the attached Terms of Reference for an Environmental Assessment of the City and that Staff be authorized to hold a proposal call to select a Consultant to undertake the study. NISCUSSION: The Official Community Plan is currently being reviewed and updated to reflect changes that have taken place in the City over the past five years. A noticeable occurrence has been the amount and rate of new development in the City. It ig therefore important to identify environmentally-sensitive areas of the City where development muat be subject to particular measures to respect unique site conditions. Tt is proposed that the City hire a Consultant to perform an ' Environmental Assessment of Port Coquitlam. The study will provide the City With greater knowledge about its sensitive areas and the types of development that they can accommodate. It will aleo assist Staff in developing general policies, concerning habitat protection and development in sensitive areas, that will be incorporated into the revised Official Community Plan. The Terma of Reference are attached for Council's consideration. The cost of the study is estimated to be in the $20,000 ta $30,000 range. Funds are available from the Planning Department budget and a Provincial Grant for OCP Work. It is expected that the study will be completed in approximately three months. Carlos Felip, Registered
