In 1969 when the current zoning by-law wag adopted provisions
to etinulate redevelopment of deteriorated areas and vacant lende in
accordance with che apartment phasing policies wae put in to effect,
This was to be achieved by zoning parcels of land te either RM=~1 or RM-~-Z

Placing emphasis on these areas for immediate development. At the time

the scheme wae adopted the “Development Area or Land Use Contract" had
not been available in the Municipal Act. With thie new method of control
it has become apparent there are many advantages to both the City and a
developer entering into a Land Use Contract. In order maximum control

can be implemented and development of a higher quality and standard can

ba activated, it ig necessary to remove the higher zoning veplacing with

8 lesser zoning, necesaitating an application for rezoning prior co develop=
ment. Qur Assessor essures us that there would be no loss in Property
values provided we continua in accordance with our phasing policies which
outline all the azveas to be tezoned as phase one. It would also be neces=
sary to designate all phase one multiple sreas aa “Development Area". The
opinion of our Solicitor has been sought and he concurs chat provided

“Development Area" Sesignation ie envoked on all proverties to be rezoned
and provided all Properties now multiple zoned and Rot used for that pur-
pose are brought back to RS~1 at the sama time thera would be no grounds
for logs. ; ;

At the request of the Planning and Zoning Committee chia infor-
mation ia circulated prior to their recommendation te be dealt with on
Honday, June 26th, 1972,
