THE GGHPORATION OF THE CITY QF PORY COQUITLAM MEMORANDUM NOY 27 1978 TO: Mayor and Council November 24th, 1978 FROM: Public Works Committee Re: Elimination of Cleanup Week and Amendments to By-law 1426 At the time that Council considered the report on the closing of Welcher Dump, there was also an implied recom- mendation that we eliminate the spring and fall cleanup weeks and instead pick up any cleanup materials throughout the year. I believe that Council expressed themselves in favour of this approach but no formal resolution has been passed. The Public Works Committee feels that if the clean- up materials are picked up throughout the year, the impact on our garbage collection will be so small as to be almost negli- gible. On the other hand, if left to a special week in spring and fall, the costs are approaching $209,000.00 per year because of the extra vehicles and man hours required. Furthermore, the special cleanup weeks encourage people to store their debris in backyards and lanes. and leads to a less tidy City. The Committee therefore recommends: 1. That we do away with spring and fall cleanup weeks and; 2. that we authorize the pickup of cleanup materials throughout the year. The second recommendation requires some changes to our by-law 1426 and Council expressed some concern the last time that this was discussed that these changes would not open the door to unlimited commercial and apartment block pickup. The Committee believes that the following changes to the by-law will make it possible for us to implement the above changes and we recommend that the Clerk be authorized to intro- duce by-law amendments along these lines. 1. The definition of "special wastes" in Section 1 should be changed by deleting the words “household appliances”. 2. An amendment should be made to Section 3 a. to allow heavy duty plastic qarbage bags to be used as an alternative to cans for light weight rubbish with the stipulation that light rubbish does not include wet garbage or food waste.
