That the following be inserted as Clause (b) of Section 5: "After the buildings, structures, and improvemerts have been sited upon the land in accord with the provisions of Clause (a) of this Section the City of Port Coquitlam Board of Variance shall hear and determine any Appeal by a person who alleges that the strict enforcement thereof would cause him undue hardship, in which case the Board may, to the extent necessary to give effect to its determination, exempt the person and subsequent owners of the building or structure from the provisions of Clause (a) of this Section." 3.
