The last of the diseased border of trees was recently felled at Heritage Park. Restoration of the perimeter will begin with fencing and some new trees. Terrace city council has agreed to installing a new fence on the east side of Heritage Park rather than replacing the old one, but it could leave the Kinsmen play- ground adjacent to Skeenaview Park with no protection at all for some time to come. When the trees along the north edge of Skeenaview Park were cut down earlier this year, it was necessary to remove the fence. This left the children’s play- ground exposed to Halliwell Ave. traffic, but it was only for a brief period of time. Last spring the city budgeted $10,000 for a replacement fence along the north side of the park as well as a few trees which would be distributed along both the north and east edges of the two parks, Another $10,000 was set aside for an asphalt sidewalk along the west side of North ’ Sparks. Nothing happened for a long while, but finally a couple of months ago, a playground sign was quietly installed in the cast- bound lane of Halliwell where it borders Skeenaview Park. But the opposite side of the roadway remains signless, and westbound traffic still drives by the north edge of the patk at the normal 50 kilometres per hour. But it was apparently only a stop gap measure, The fence would be built and the playground sign removed. All that changed Monday . night, however. There is no longer any money in the city’s 1991 budget for a four-foot-high wire mesh fence at Skeenaview Park. Instead, city council has - agreed to channel that moncy ~ into satisfying a request from — Heritage: Park. The allotted money will now be used to replace the existing wooden Heritage Park fence with a six- foot-high wire mesh fence. Why? According to city coun- cil, greater security at the park. Three sides of the park are still defended by the old wooden fence that has served so well since the park was first built. Heritage Park will not get ‘everything they want, though. What they asked for, according to superintendent of parks and recreation Steve Scott, was the six-foot fence and cedar trees planted at three foot intervals to form a hedge. The total cost estimated by Scott was $13,500.
